NOTICE OF SIGNIFICANT MODIFICATION TO TITLE V OPERATING PERMIT (TVOP) Notice is hereby given in accordance with 25 Pa. Code Sections 127.462(c) and 127.521 that Energy Transfer Marketing & Terminals L.P., located in East Whiteland Township, Chester County, has submitted an application to the Department of Environmental Protection (Department) to modify TVOP No. 15-00043. The Significant Modification to the TVOP 15-00043 would include the applicable requirements set forth in 40 C.F.R. Part 60, Subpart XXa for Source ID Z08 (Point of Air Emissions for Source ID 108- Equipment in Gasoline Service) for RFD 10879 and to incorporate the current version of the applicable requirements of 40 C.F.R. Part 63, Subpart BBBBBB. The proposed changes will affect the facility-wide limits - the volatile organic compound (VOC) emissions will have a deminimis increase at Source 108 (Gasoline Service Fugitive) by 0.02 tpy. The TVOP will contain requirements to keep the facility operating within all applicable air quality requirements. Copies of the application are available for public review during normal business hours at the Department's Southeast Regional Office, 2 East Main Street, Norristown, PA 19401. Appointments may be made by telephone at 484-250-5900. Comments on the proposed significant modification must be received within thirty (30) days of this notice.
