49702/15/2026https://www.post-gazette.com/PublicNoticesNotice of Availability Programmatic Environmental Assessment for the Keystone Local Training Area Development Plan 99th Readiness Division Keystone Local Training Area, Conneaut Lake, Pennsylvania The U.S. Army Reserve (USAR) 99th Readiness Division (RD) hereby gives Notice of the Availability (NOA) for the Draft Programmatic Environmental Assessment (PEA) and Draft Finding of No Significant Impact (FNSI) for the Keystone Local Training Area (LTA) Area Development Plan (ADP). The Proposed Action is to implement a 5-year ADP for the following 11 infrastructure improvement projects on Keystone LTA: 1) PA118 Conneaut Lake Military Equipment Pool (MEP) Expansion; 2) Perimeter Road; 3) PA038 Keystone Electricity; 4) PA038 Keystone Water and Sewage; 5) PA038 Keystone Dig Site; 6) Engagement Skills Trainer (EST) 3000; 7) PA038 Conneaut Lake Privately Owned Vehicle (POV) Lot; 8) PA038 Keystone Army Combat Fitness Test (ACFT) Field and Track; 9) PA038 Keystone ACFT Field Access Road; 10) Covered Mess; and 11) Ammunition Breakdown Building. The purpose of the Proposed Action is to develop and implement a 5-year infrastructure improvement and facility construction plan for the Keystone LTA based on local stakeholder feedback and current Army training guidance to support on-site the training of USAR and National Guard units. The Proposed Action is needed to fill an existing deficit for sufficient training grounds for USAR and National Guard units in the Pennsylvania region. The USAR has a limited number of training facilities in the area and without the Keystone LTA, the USAR would not be able to provide adequate facilities to train its Reservists. The facilities at the training ground are insufficient and the area requires utility connections and support structures used for training, eating, and showering. Large vehicle equipment training grounds and parking sites are currently located off-site and would be more efficient if located on the installation. The draft PEA and draft FNSI have been prepared in accordance with the regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA), (Public Law 91-190, 42 USC 43214347 January 1, 1970), amendments, and the Army's Implementing Regulations (32 CFR Part 651, Environmental Analysis of Army Actions).
