PUBLIC NOTICE Pursuant to the “Surface Mining Conservation and Reclamation Act” and the “Clean Streams Law”, notice is hereby given that Swisher Contracting, Inc., PO Box 1223, Clearfield, PA 16830 has made application to the PA Department of Environmental Protection for Stage I and Partial Stage II bond release on Surface Mine Permit #17160102 which was originally issued on July 16, 2018. The 95.3-acre Woolridge #4 Operation is located approximately 2.0 miles northeast of the village of Woodland, north of I-80, along the north side of Township Road T-216 (Hoopup Road) and along the north side of State Road SR 1012 (Shiloh Road) as shown on the Lecontes Mills, PA 7.5' U.S.G.S topographic map on the lands of Ashley E. Woolridge Residual Trust and Jefferson B. & Teresa A. Graham. The receiving streams for this operation are Valley Fork Run and Unnamed Tributaries to Sulphur Run. Stage I Bond Release is being requested for 42.4 acres in the amount of $124,496. Stage II Bond Release is being requested for 9.1 acres in the amount of $38,976. The amount of bond currently held on this permit is $207,494. The release area has been backfilled and re-graded to approximate original contour, had topsoil redistributed, was seeded with a mixture of permanent grasses, and has drainage controls in place in accordance with the approved reclamation plan. Written comments, objections or a request for an informal conference concerning this bond release may be submitted to the PA Department of Environmental Protection, Moshannon District Mining Office, 186 Enterprise Drive, Philipsburg, PA 16866, within thirty (30) days from the date of the final (4th) publication of this notice and must include the person's name, address, telephone number and a brief statement as to the nature of the objection(s). 4/1/26, 4/8/26, 4/15/26 & 4/22/2026
