Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2, notice is hereby given that the Stroudsburg Area School District (SASD) has submitted to the Pennsylvania Department of Environmental Protection (PADEP) a Notice of Intent to Remediate (NIR) for a portion of 135 Stadium Street in Stroudsburg, PA (the "site"). Results of initial investigations at the site indicate that groundwater has been impacted by a release of diesel fuel from underground piping associated with an onsite above ground storage tank. 1,2,4-trimethylbenzene and benzene were detected in groundwater beneath the site at concentrations above the applicable PADEP Medium Specific Concentrations (MSCs). Diesel fuel-related contaminants were detected in site soils at concentrations below the applicable PADEP MSCs. SASD has selected a combination of residential statewide health standards (SHS) and site-specific standards for contaminants in groundwater, and the residential SHS for contaminants in soil. Proposed remediation measures include delineating groundwater impacts, the removal of free product from soil and groundwater, and the use of an institutional control to eliminate exposure pathways. The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Within 30 days of the publication of this notice, the Borough of Stroudsburg may submit a request to the SASD to develop and implement a public involvement plan involving the municipality in the development of the remediation and reuse plans for the site. Copies of these requests and any comments should also be submitted to the PADEP, Northeast Regional Office, Land Recycling/Cleanup Division, at 2 Public Square, Wilkes-Barre, Pennsylvania 18701.
