REQUEST FOR COMPETITIVE SEALED PROPOSALS The Trinity River Authority of Texas is requesting Competitive Sealed Proposals for construction of the following Project: Trinity River Authority – General Office Complex Expansion ID: 4230-003-E-26 Proposals are due no later than Thursday, April 30, 2026 at 10:00 AM and must be submitted through CivCast (https://www.civcastusa.com/). Do not wait until the last few minutes to submit the Proposal. Proposers are strongly encouraged to practice the submittal process prior to the submission deadline. Late submittals are not allowed. See Section 00 21 16, Instructions to Proposers, in the Project Manual Volume 1, for detailed requirements for preparing and submitting a Competitive Sealed Proposal and subsequent award of the Contract. A mandatory Pre-Proposal Meeting will be conducted at the Trinity River Authority's General Office at 5300 S. Collins St., Arlington TX, 76018 on April 2, 2026 at 10:00 AM. The selection process is anticipated to comply with the following schedule: Event Anticipated Dates Advertisement March 27, 2026 April 2, 2026 Pre-Proposal Meeting April 2, 2026 (Hybrid meeting TRA General Office at 10:00 AM and via Teams) Deadline for Questions Monday April 20, 2026 Proposal Submittal Deadline and Public Proposal Opening April 30, 2026 at 10:00 AM Interviews with Proposers May 11-15, 2026 Contract Negotiations May 18-22, 2026 Agreed-upon Contract Presented to the Owner's Board of Directors for Award and Approval Wednesday, June 24, 2026 Public Proposal Opening: Owner will publicly open and read aloud the names of the Proposers and any monetary proposals made by the Proposers via conference call starting at the time and date stated above. Proposers and interested attendees can call 1-866-390-1828 and enter access code 6046502#. Contract Documents for the Project can be downloaded at the following website: www.civcastusa.com. Direct questions for the Project through CivCast. Only responses issued via Addenda are binding. Proposer shall, within 10 days after Notice of Award, enter into a Contract and prior to the commencement of any Work, and in compliance with Chapter 2253 of the Texas Government Code, furnish a Performance Bond and Payment Bond upon the forms provided, in accordance with the terms and provisions set forth in the General Conditions. Employment Discrimination Prohibition – Title VII of the Civil Rights Act of 1964, as amended prohibits employment discrimination based on race, color, religion, sex, and national origin. Owner reserves the right to reject any or all Proposals and to waive any immaterial formalities or inconsistencies in its sole judgment, as more fully set forth in Section 00 21 16, INSTRUCTIONS TO PROPOSERS. Owner will evaluate and rank each Proposal with respect to the selection criteria using procurement procedures that conform to Texas Government Code Chapter 2269 to determine which Proposal offers the best value to the Owner; however, Owner reserves the right, after evaluation of all Proposals received, to make no recommendation to its Board of Directors regarding award of a Contract in the event non-responsive, non-conforming, incomplete, unqualified or otherwise unacceptable Proposals are received, or if budgetary constraints or other unanticipated factors exist. No Proposal may be withdrawn until the expiration of 60 days from the date Proposals are opened.
