Trinity River Authority seeks proposals for wastewater system construction by April 23, 2026.

REQUEST FOR
COMPETITIVE SEALED PROPOSALS
  The Trinity River Authority of Texas is requesting Competitive Sealed Proposals for construction of the following Project: 
DENTON CREEK REGIONAL WASTEWATER SYSTEM
25HC-4 & 25HC-5 HENRIETTA CREEK RELIEF 
INTERCEPTOR
CONTRACT NO. 20-012
  Proposals are due no later than Thursday, April 23, 2026 at 10:00 AM.  Do not wait until the last few minutes to submit the Technical Proposal and Price Proposal on Civcast. It takes time to complete the process, so practice the process of submittal early so time does not run out. Late submittals are not allowed.
  See Section 00 21 16, Instructions to Proposers, in the Contract Documents for detailed requirements for preparing and submitting a Competitive Sealed Proposal and subsequent award of the Contract.
  One mandatory Pre-Proposal Meeting will be conducted at the Trinity River Authority's General Office at 5300 S. Collins St., Arlington TX, 76018 on Thursday, March 12, 2026 from 2:00 PM to 4:00 PM. 
  The Project scope includes the following major items:
  • 11,037 linear feet of sewer pipe – Open Cut,
  • 1309 linear feet of sewer – MOTOC,
  • 34 Manholes, and
  • 2 meter stations. 
  Selection of the Contractor shall be made using a competitive sealed proposal process in accordance with Texas Government Code Chapter 2269.
  The selection process is anticipated to comply with the following schedule:

  Public Price Proposal Opening Thursday, May 7, 2026 at 2:00 PM
  Contract Negotiations Begin	Thursday, May 14, 2026
  Agreed-upon Contract Presented to the Owner's Board of Directors for Award and Approval	Wednesday, June 24, 2026
  Public Proposal Acknowledgement: Owner will publicly acknowledge receipt of all Proposals via conference call starting at the time and date stated above.  Proposers and interested attendees can call 1-866-390-1828 and enter access code 6046502#.
  Public Price Proposal Opening: Owner will publicly read aloud Price Proposals via conference call starting at the time and date stated above. Proposers and interested attendees can call 1-866-390-1828 and enter access code 6046502#.
  Contract Documents for the Project can be downloaded at the following website: www.civcastusa.com.
  Direct questions for the Project through CivCast. Only responses issued via Addenda are binding.
  Proposer shall, within 10 days after Notice of Award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100 percent of the proposed price, from a surety, licensed to conduct business in Texas and named in the current “List of Certified Companies” as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department.  The surety for the Performance Bond and Payment Bond shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current "Best's Key Rating Guide, Property-Casualty." Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and be certified to include the date of the Bond.
  Employment Discrimination Prohibition – Title VII of the Civil Rights Act of 1964, as amended prohibits employment discrimination based on race, color, religion, sex, and national origin. 
  Owner reserves the right to reject any or all Proposals and to waive any immaterial formalities or inconsistencies in its sole judgment. Owner will evaluate and rank each Proposal with respect to the selection criteria using procurement procedures that conform to Texas Government Code Chapter 2269 to determine which Proposal offers the best value; however, Owner reserves the right, after evaluation of all Proposals received, to make no recommendation to its Board of Directors regarding award of a Contract in the event non-responsive, non-conforming, incomplete, unqualified or otherwise unacceptable Proposals are received, or if budgetary constraints or other unanticipated factors exist. No Proposal may be withdrawn until the expiration of 60 days from the date Proposals are opened.
