SECTION 00 11 19 REQUEST FOR COMPETITIVE SEALED PROPOSALS The Trinity River Authority of Texas is requesting Competitive Sealed Proposals for construction of the following Project: CENTRAL REGIONAL WASTEWATER SYSTEM NUTRIENT IMPROVEMENTS CONTRACT NO. 22-028 Proposals are due no later than Tuesday, April 14, 2026 at 2:00 PM. Do not wait until the last few minutes to submit the Technical Proposal and Price Proposal on Civcast. It takes time to complete the process, so practice the process of submittal early so time does not run out. Late submittals are not allowed. See Section 00 21 16, Instructions to Proposers, in the Contract Documents for detailed requirements for preparing and submitting a Competitive Sealed Proposal and subsequent award of the Contract. One mandatory Pre-Proposal Meeting will be conducted at the Trinity River Authority's General Office at 5300 S. Collins St., Arlington TX, 76018 on March 25, 2026 at 10:00 AM. The Project scope includes the following major items: The construction of a fourth anaerobic digester tank with a reactor volume of 3 million gallons (3 MG) to provide additional digestion capacity, redundancy, and operating volume versus existing Digester Nos. 1, 2, and 3. A dedicated digester mixing system for proposed Digester No. 4 which will consist of an externally pumped, hydraulically mixed nozzle system that will mix the digester contents using hydraulic jets. A cooling heat exchanger to maintain optimum process temperatures for proposed Digester No. 4. The construction of a WAS Storage Tank (WASST) adjacent to the existing Pre-Dewatering and Thickening Building with a volume of 301,600 gallons to provide a control point between pumping WAS from the existing Final Clarifier Nos. 1-12 to the Gravity Belt Thickeners (GBTs). The WASST will convey flow to the GBTs via a GBT Feed Loop system which will include pumps, piping, supports, and associated hardware. A chemical feed building located near proposed Digester No. 4 to house an alkalinity feed system which will send flow to the existing Digested Sludge Storage Tank (DSST). Installation of Pre-Dewatering Centrifuge No. 6 along with all associated equipment, such as Centrifuge Feed Pump No. 6, Thickened Cake Pump No. 6, and Polymer Feed Pump No. 6. The construction of a DMX Reactor System and all associated subsystems to reduce the nutrient loads returned to the influent of the CRWS Treatment Plant. A Sidestream Treatment Building to house all the pumping equipment, electrical gear and miscellaneous items associated with the DMX Reactor System. Demolition of offline structures, such as Primary Clarifier Nos. 1 and 2 along with any associated yard piping, manholes, pull boxes, conduit, drainage systems and appurtenances. Installation of proposed yard piping, conduit, duct bank, drainage systems, general site improvements such as temporary erosion and sediment controls, grading and resurfacing, and paving. One mandatory Pre-Proposal Site Visit will be conducted at the Trinity River Authority's Central Regional Wastewater System Treatment Plant, 6500 W. Singleton Blvd., Dallas, Texas 75212 on March 25, 2026 at 2:00 PM. The site visit will follow the Pre-Proposal Meeting that day which is being held at the TRA General Office. Prospective Proposers are reminded that all visitors attending the site visit MUST have work boots, hard hats and safety vests in order to walk through the plant facilities and buildings. No exceptions. Entry List procedures: Anyone wanting to attend the Pre-Proposal Site Visits must give 24 hours prior notice to Theo Chan, chantw@trinityra.org, 817-832-5231, providing name, company representing, purpose (Pre-Proposal Site Visit). Directions for the Pre-Proposal Site Visits: Call 24 hours ahead of meeting as mentioned above, then enter the treatment plant by showing ID to security guard. Indicate to security guard desire to reach the Administration Building and enter the plant using the left entry gate. Take the first right and continue to follow the road down the hill into the parking lot. The Administration Building will be on the left, the building with flags in front. Selection of the Contractor shall be made using a competitive sealed proposal process in accordance with Texas Government Code Chapter 2269. The selection process is anticipated to comply with the following schedule: Event Anticipated Dates Advertisement February 20, 2026 and February 23, 2026 Pre-Proposal Meeting March 25, 2026 (Meeting at TRA General Office at 10:00 AM) Site Visit March 25, 2026 (Meeting at TRA CRWS at 2:00 PM) Deadline for Questions March 31, 2026 Technical Proposal and Price Proposal Submittal Deadline, and Public Proposal Acknowledgement April 14, 2026 at 2:00 PM Interviews with Proposers (if required) April 21, 2026 Public Price Proposal Opening April 23, 2026 at 2:00 PM Contract Negotiations Begin pril 24, 2026 Agreed-upon Contract Presented to the Owner's Board of Directors for Award and Approval June 24, 2026 Public Proposal Acknowledgement: Owner will publicly acknowledge receipt of all Proposals via conference call starting at the time and date stated above. Proposer shall, within 10 days after Notice of Award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100 percent of the proposed price, from a surety, licensed to conduct business in Texas and named in the current “List of Certified Companies” as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety for the Performance Bond and Payment Bond shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current "Best's Key Rating Guide, Property-Casualty." Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety, and be certified to include the date of the Bond. Employment Discrimination Prohibition – Title VII of the Civil Rights Act of 1964, as amended prohibits employment discrimination based on race, color, religion, sex, and national origin. Owner reserves the right to reject any or all Proposals and to waive any immaterial formalities or inconsistencies in its sole judgment. Owner will evaluate and rank each Proposal with respect to the selection criteria using procurement procedures that conform to Texas Government Code Chapter 2269 to determine which Proposal offers the best value; however, Owner reserves the right, after evaluation of all Proposals received, to make no recommendation to its Board of Directors regarding award of a Contract in the event non-responsive, non-conforming, incomplete, unqualified or otherwise unacceptable Proposals are received, or if budgetary constraints or other unanticipated factors exist.
