Notice is hereby given that the City of Harlingen, TX will receive competitive, sealed bids for:RFQ No. 2026-10 Harlingen Mobility Master Plan CSJ 0921-06-396The City of Harlingen is requesting Statements of Qualifications for a Harlingen Mobility MasterPlan to develop a comprehensive, data-driven strategy to improve multimodal mobility, safety,and connectivity throughout the City of Harlingen. The plan will identify and prioritize roadway,pedestrian, bicycle, and trail improvements that enhance access to neighborhoods, schools,parks, employment centers, and regional corridors.
