NOTICE OF INTENTION TO ISSUE DALLAS COUNTY, TEXAS CERTIFICATES OF OBLIGATION NOTICE IS HEREBY GIVEN that the Commissioners Court (the "Court") of Dallas County, Texas (the "County") will convene at its regular meeting place at the Dallas County Commissioners Court Room, 500 Elm Street, 2nd Floor, Dallas, Texas, at 9:00 o'clock a.m., on Tuesday, May 19, 2026, and, during such meeting, the Court will consider the passage of an order and take such other actions as may be deemed necessary to authorize the issuance of one or more series of certificates of obligation in an aggregate principal amount not to exceed $350,000,000.00 for the purpose or purposes of paying contractual obligations of the County to be incurred, to-wit: (1) the construction and equipment of road and bridge facilities to be located in Road and Bridge District 3, (2) the construction and equipment of road and bridge facilities to be located in Road and Bridge District 4, (3) construction and equipment of a Deflection Center to be located in District 2 of the County, (4) the construction, renovation and equipment of the Old Red Courthouse, (5) the construction and equipment of the East Dallas Government Center, (6) the construction, renovation and equipment of the Health and Human Services Main Building, (7) acquisition and installation of electric vehicle charging stations, (8) construction and equipment of a fire station and a hazardous waste home collection center, (9) purchase of land and site development for a County jail, (10) the construction, renovation and equipping of existing County buildings and facilities, including certain deferred maintenance capital expenditures and (11) the payment of professional services related to the construction and financing of the aforementioned projects. The certificates of obligation (the "Certificates") will be payable from the levy of an annual ad valorem tax, within the limitations prescribed by law, upon all taxable property within the County and additionally from a limited pledge of certain surplus net revenues derived from the operation of the County's parking garage system. The Certificates are to be issued, and this notice is given, under and pursuant to the provisions of the Certificate of Obligation Act of 1971 as amended, Local Government Code Sections 271.041 through 271.063. The current principal of all outstanding debt obligations of the County is $179,530,000. The combined principal and interest required to pay all outstanding debt obligations of the County on time and in full is $239,943,600. The estimated combined principal and interest required to pay the Certificates is $687,550,555.56. The estimated interest rate for the Certificates is 5.00%. The maximum interest rate for the certificates may not exceed the maximum legal interest rate. The maximum maturity date of the Certificates is August 15, 2057.
