ADVERTISEMENT ANDINVITATION FOR BIDSThe Refugio County Fairgrounds – Arts and Crafts Pavilion Project, FEMA DR No. 4332, PW No. 4846, DI No. 37043 will receive bids for a FEMA Public Assistance Grant Program-funded project until 10:00 a.m. on March 19th, 2026 at 808 Commerce Street, Refugio, Texas 78377. The bids will be publicly opened and read aloud at 10:00 a.m. on March 19th, 2026 at Refugio County Courthouse, 808 Commerce Street, Refugio, Texas 78377. A Pre-Bid Conference will be held on March 4th, 2026 at 10:00 a.m. at 808 Commerce Street, Refugio, Texas 78377. The Pre-Bid Meeting and/or a scheduled visit with a County/Engineer representative is mandatory. Major items of work include the following: The project consists of constructing and installing a new metal pavilion including a roof truss system, wire netting, pipe support poles, triangular gable covering, and electrical appurtenances in accordance with the contract documents, technical specifications, and plans. Bid/Contract Documents, including Drawings and Technical Specifications are on file at 808 Commerce Street, Refugio, Texas 78377. Copies of the Bid/Contract Documents may be obtained from the office of Ardurra Group, Inc., 801 Navigation, Suite 300, Corpus Christi, Texas 78408, (361) 883-1984, and will be forwarded to prospective bidders or suppliers upon payment of a non-refundable fee of $50.00 with the Engineer, Ardurra, for each set of documents obtained. If mailed, an additional separate non-refundable fee of $20.00 will be required from all prospective bidders or suppliers to cover shipping and handling charges. Both fees represent reproduction costs and are non- refundable. We reserve the right to process checks electronically by transmitting the amount of the check, routing number, account number, and check serial number to your financial institution.A bid bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to Refugio County, Texas, or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Refugio County, Texas encourages bids from small, minority, and female owned businesses (HUBs/Historically Underutilized Business). All contractors and subcontractors must be cleared with the System for Award Management (www.SAM.gov): not suspended, debarred, or otherwise excluded from or ineligible for participation on federal assistance programs prior to any formal action authorizing the award of a contract to the contractor. Registration with SAM is not required. Lump sum bids will be rejected. Refugio County, Texas reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by Refugio County, Texas for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
