ISLAND REGIONAL TRANSPORTATION PLANNING ORGANIZATION REQUEST FOR PROPOSALS UPDATE TO COMBINED PUBLIC TRANSIT – HUMAN SERVICES TRANSPORTATION PLAN The Island Regional Transportation Planning Organization (IRTPO) is soliciting Request For Proposals (RFP) from consulting firms or persons to update a Public Transit - Human Services Transportation Plan consistent with the specific requirements of Washington State's HSTP Guidebook.
