PORT OF GRAYS HARBOR CONTRACT NO. 2333 BOWERMAN AIRPORT - FUEL SYSTEM REPLACEMENT AND FUEL APRON REHABILITATION INVITATION TO BID Sealed bids for Bowerman Airport Fuel System Replacement and Fuel Apron Rehabilitation, will be received by in-person delivery or by courier at the Port of Grays Harbor, Main Office, located at 111 S. Wooding Street, Aberdeen, WA 98520, on or before 2:00 PM, on the 31st day of March, 2026, at which time the bids will be publicly opened and read. Any bids received after the time for opening cannot and will not be considered. The scope of work being considered is: 1. Construct new concrete foundation for above ground fuel tanks 2. Construct new concrete fueling pad 3. Construct drainage improvements 4. Construct electrical improvements 5. Grading and asphalt paving portions of existing fuel apron 6. Crack seal and seal coat of existing fuel apron pavement that is to remain 7. Decommission underground fuel storage tanks and demo above ground components. Bidding documents are available through Builders Exchange of Washington (BXWA). BXWA provides prime bidders, subcontractors, suppliers, and other interested parties, virtual free-of-charge access to a complete set of project bid documents. Access to bidding information (plans, specifications, addenda, and Bidders List) is available through the Port of Grays Harbors on-line plan room. Free-of-charge access is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "Port of Grays Harbor". This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders Register in order to receive automatic e-mail notification of future addenda and to place themselves on the Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. An optional pre-bid conference will be held at the Bowerman Airport, Airport Way, Hoquiam, WA 98550, on March 18, 2026 at 10:00 AM, local time. All bidders and potential subcontractors are encouraged to attend. At this meeting, questions concerning the Contract Documents and the proposed work will be discussed. A tour of the project site will be conducted after the meeting. This contract will be funded, in part, by a grant from the Federal Aviation Administration. As such, it will be subject to federal requirements. All Federal provisions are given in the specifications under FAA Required Provisions. Because the project is federally funded, it is therefore exempt from the Washington State Apprentice Utilization Requirements. The Port of Grays Harbor, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises (DBE) as defined in 49 CFR Part 26 will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
