Grays Harbor County Public Health Request for Proposals Grays Harbor County (County) has issued a Request for Proposals (RFP) seeking qualified agencies to provide a county-wide Housing Needs Assessment (the Assessment) that will be used to inform strategic planning options for expanding the housing supply at all income levels to attract private and nonprofit investment. This work would be built upon the Countys 2025 Housing Summit and ongoing discussions about barriers and opportunities for housing development in Grays Harbor County. The purpose of the Assessment is to provide a data-driven analysis of current and future housing needs by geographic location (i.e., incorporated cities and unincorporated county areas) and by type of housing needed. The Assessment would clarify the current demand level of housing by location and by type of housing. The Assessment would also identify practical and tangible strategies to create an environment in Grays Habor County that is more desirable for developers, funding agencies tribes, nonprofits, and other partners to invest and build housing of all types. The assessment is intended to help the County organize, convene, and pave the way for housing development. The county does not intend to act as a housing developer. The Assessment will also identify and support future housing-related partnerships and grant opportunities, as well as help inform current and future planning efforts. The following are the required documents for proposals to be submitted to Mike McNickle: 1. A cover letter attesting that the application submission is in compliance with stated Threshold Criteria. 2. A completed Application including narrative response to Scoring Criteria and Project Budget with expenses clearly categorized and clear time period of budget. 3. The most recently completed Independent financial Audit showing significant findings and issues and, as appropriate, evidence of adequate responses to findings and issues identified. Please clarify budget for use of funds. 4. Applicants who currently have other County funded contracts must send a copy of the latest County monitoring report and, if appropriate, evidence of actions to clear findings (or evidence the County has cleared the findings) Applicant assumes full responsibility for the delivery method chosen. Applications must be clearly marked with the title: Housing Needs Assessment Application . Applications submitted after the due date of March 5th, 2026, at 12 p.m. will not be considered. Applicants accept all risks of late delivery of mailed submittals regardless of fault. Grays Harbor County reserves the right to reject all submittals and to waive irregularities and formalities in the submittal and evaluation process. This RFP does not oblige the County to pay any costs incurred by applicants in the preparation and submission of their proposal. Furthermore, the RFP does not oblige the County to accept or contract for any expressed or implied services, and the RFP may be rescinded at any time in the sole discretion of the County.
