CALL FOR BIDS Salmon Creek Treatment Plant UV System Replacement Discovery Clean Water Alliance Project No. 93-2023-0048 NOTICE IS HEREBY GIVEN that sealed bids will be received on the Clark Regional Wastewater District Procurement Portal, until 10:00 a.m., PDT on Thursday, April 23, 2026, for the Salmon Creek Treatment Plant UV System Replacement; Discovery Clean Water Alliance Project No. 93-2023-0048; and then publicly opened and read via a live Go-To-Meeting link at 11:00 a.m. PDT on Thursday, April 23, 2026. PROJECT SPECIFIC DESCRIPTION This project is located at the Salmon Creek Treatment Plant, 15100 NW McCann Road, Vancouver, WA 98685. Per RCW 39.04.320, mandatory 15% apprentice labor hours of the total labor hours are a requirement of the construction contract. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs. The construction of all components of the Salmon Creek Treatment Plant UV System Replacement. Work includes disassembly and modification or demolition of an existing steel canopy at the UV facility, construction of a concrete channel (Channel 2) parallel to the existing UV disinfection channel (Channel 1), installation of a UV lamp system in Channel 2 while maintaining the existing UV system in service in Channel 1. Project includes demolition and replacement of existing equipment. Work includes excavation, reinforced concrete, electrical, instrumentation and control, yard piping, paving, and construction phase stormwater management. Diving is required to accomplish the work. The Board of Sewer Commissioners reserves the right to waive informalities in the bidding, accept a proposal of the lowest responsible bidder, reject any or all bids, republish the call for bids, revise or cancel the work, or require the work to be done in another way if the best interest of the District is served. Award of contract is not anticipated to occur prior to May 12, 2026. CONTRACT PROVISIONS, PLANS, AND BID PROPOSAL forms may be obtained by going to the Districts procurement portal: https://mrscrosters.bonfirehub.com. Free vendor registration is required to use this platform. A non-mandatory pre-bid meeting is scheduled for April 7, 2026, 9:00 a.m. All participants shall meet at the Gene Fix Operations Center at Salmon Creek Treatment Plant, 15100 NW McCann Road, Vancouver, WA 98685. All bids must be accompanied by a bid deposit in the form of a surety Bid Bond, certified check, cashiers check, or cash in an amount equal to five percent (5%) of the amount of such proposal on or before the bid deadline provided above. The Bidder shall submit a PDF copy of the Bid Bond and provide original bid bond upon request from the District. An attorney-in-fact who signs the Bid Bond must file with each bond a certified and effectively dated copy of their Power of Attorney. If the Bidder cannot provide a Bid Bond, a certified check, cashiers check, or cash may be provided. The certified check, cashiers check, or cash must be delivered in a sealed envelope marked with the Bid Name and Number and be received at the District office prior to the bid deadline provided above. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the District.
