Notice of Application, Proposed DNS and Special Public Hearing: March 18, 2026. Notice is hereby given that Grant County is processing the following UDC Amendment Application and SEPA Checklist (Designated Contact: Jim Anderson-Cook, PO Box 37, Ephrata, WA 98823) and determined these applications to be technically complete on 2/25/2026. Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. These proposals may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determinations may be obtained upon request. DESCRIPTION: Proposed amendments to Grant County Code Chapter 23.08.020 - Accessory Uses and Structures to comply with RCW 36.70A.680, 36.70A.681, which addresses accessory dwelling units (ADU) both within, and outside of, urban growth areas and to align more closely with the anticipated approval of the proposed 2026 House Bill 1345 which outlines specific criteria for detached ADUs in rural unincorporated areas. ADDITIONAL PERMITS: None. STUDIES REQUIRED: None. LOCATION: Countywide. Grant County, WA. ZONING: Regulations will affect all zones. PUBLIC HEARING: The Grant County Planning Commission will hold a Special Open Record Public Hearing at 6:30pm, Wednesday March 18, 2026, in the Commissioners Hearing Room of the Grant County Courthouse in Ephrata, WA. At this time any person(s) may appear and provide testimony.
