Notice of Application for Yamaguchi Reasonable Use Exception File Number: 20250090 Applicant: Alex Capron, Facet, authorized agent for Elliot Yamaguchi Location of proposal: 17xxx 28th Ave NE (address not yet assigned), Lake Forest Park Parcel no.: 4024100407 Zoning: R-20 Residential, Low Proposal: Construction of a two-story single-family residence with a 903 sq. ft. ground floor footprint (653 sq. ft. dwelling area + 250 sq. ft. garage) and a second story dwelling area of 1152 sq. ft., along with an associated driveway, water and sewer utility connections, and dispersions trenches on a lot constrained by steep slopes, streams, and wetlands. A Reasonable Use Exception is sought to allow construction in accordance with the reasonable use exception criteria at Lake Forest Park Municipal Code 16.16.250. Other Approvals Needed: USACE Nationwide Permit, Washington Department of Wildlife Hydraulic Project Approval, Department of Ecology 401-Water Quality Certification, and City permits for building, clearing and grading, right-of-way, and tree removal. Environmental Review: The applicant has provided a series of environmental reports including the SEPA checklist, critical area study, geotechnical report, arborist report, and mitigation plans. The City is currently undertaking environmental review and will issue a separate State Environmental Policy Act (SEPA) determination with associated comment and appeal period at a future date. Interested parties that comment pursuant to the procedures below will be notified of the future SEPA determination.
