WAC 197-11-970 SEPA Determination of Non-Significance (DNS) Public Comment Period: March 31, 2026 – April 14, 2026 The Washington State Pollution Liability Insurance Agency (PLIA) has issued a DNS to multiple participants in PLIA's Heating Oil Loan and Grant (HOLG) whose projects are located in King County. Prior to starting these participants' projects, PLIA is holding a 14-day public comment period. PLIA invites public comment on the following projects: HOLG Project located at 4715 NE 54th St., Seattle, WA 98105; HOLG Project located at 620 S 198th St., Des Moines, WA 98148; HOLG Project located at 6733 13th Avenue NW, Seattle, WA 98117.
