WAC 197-11-970 SEPA Determination of Non-Significance (DNS) Public Comment Period: April 3, 2026 – April 17, 2026 The Washington State Pollution Liability Insurance Agency (PLIA) has issued a DNS to multiple participants in PLIA's Heating Oil Loan and Grant (HOLG) Program whose projects are located in King County. Prior to starting these participants' projects, PLIA is holding a 14-day public comment period. PLIA invites public comment on the following projects: HOLG Project located at 11327 Alton Ave. NE, Seattle, WA 98125; HOLG Project located at 7521 18th Ave. NW, Seattle, WA 98117; and HOLG Project located at 7224 1st Ave. NW, Seattle, WA 98117.
