DETERMINATION OF NONSIGNIFICANCE (DNS) WAC 197-11-970 and Section 11.10.230(3) of the Spokane Environmental Ordinance FILE NUMBER: BSP-132-25 DESCRIPTION OF PROPOSAL: Preliminary Binding Site Plan to divide 6.2 acres into three (3) lots in the Regional Commercial (RC) zone. PROPONENT: Whipple Consulting Engineers, 21 S. Pines Road, Spokane Valley, WA, 99206 LOCATION OF PROPOSAL: The subject site is located north and adjacent to W. Westbow Rd., approximately 220 feet west of the intersection of W. Westbow Rd./S. Hayford Rd., in the SE ¼ of the NE ¼ of Section 12, Township 24 N., Range 41 E.W.M, Spokane County, Washington. LEAD AGENCY: Spokane County Planning Department DETERMINATION: The lead agency has determined that the proposal does not have a probable significant adverse impact on the environment as conditioned and as regulated under the present local and State regulations and is issuing a Determination of Non-significance (DNS). This decision was made after review of a completed Environmental Checklist and other information (adopted policies, plans, regulations and added conditions, etc.) on file with the lead agency. This information is available to the public on request. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for at least 14 days from the date issued (below). Comments and appeals regarding this DNS must be submitted by May 8, 2026, if they are intended to alter the DNS.
