Notice of Application Project: Port of Vancouver Berth 10 Safety Project PRJ-169957/LUP-85841 Request: Approval of a Type II Shoreline Substantial Development Permit to complete ship mooring improvements at Berth 10. The scope of work includes installation of two new mooring dolphins and two new ship-breasting dolphins with bollards; replacement of fendering systems on the ship-breasting dolphins and floating dock; construction of a new access walkway; and installation of stormwater treatment to improve mooring safety. Application Dates: The application was accepted March 12, 2026 and deemed fully complete March 31, 2026. Location: 3599 and 4299 NW Harborside Dr.; Parcels: 50303005, 503030000, and 152168000. The site contains an existing floating dock and breasting dolphins and is zoned Heavy Industrial (IH). The site is accessed through the Port of Vancouver and is not located at or near a street intersection. After the comment period closes, the planning official will issue a Type II Notice of Decision. Environmental Review: The Port of Vancouver is the lead agency for SEPA. Process: This is a Type II administrative review with no public hearing. Any person may submit written comments on the application by the deadline stated in this notice. The public has the right to comment on the application, receive notice of the decision, request a copy of the decision once issued, and appeal the decision in accordance with applicable code provisions. Failure of any party to address the relevant approval criteria with sufficient specificity in written comments may preclude subsequent appeal on that issue. Comments directed at the applicable approval criteria constitute relevant evidence. The planning officials decision will be based on the applicable approval criteria and the evidence contained in the official project record. All evidence relied upon in making the decision will be included in the project record, which is available for public review. Copies may be obtained at a reasonable cost.
