NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN, that sealed bids will be received Grant County Public Works at 124 Enterprise Street SE, Ephrata, Washington 98823, until 1:00 p.m., March 9th, 2026, and will then and there be publicly opened and read aloud in the Grant County Public Works Conference Room. The name and address of the bidder shall be on the outside of the envelope. All bid proposals shall be accompanied by bid proposal deposit in cash, a certified check, cashiers check, or surety bond payable to Grant County, in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County. Plans and Specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, Washington 98823, Phone: (509) 754-6082. The contact person is Andy Booth. The Board of County Commissioners of Grant County, Washington, reserves the right to reject any and all bids. The award of the contract, if made, shall be made to the qualified responsive bidder submitting the lowest responsible bid. This Contract provides for the improvement of the Multi-Phase Extraction (MPE) System at the Ephrata Landfill to improve treatment performance and reliability. The work includes, but is not limited to, demolition and removal of existing piping, appurtenances, and treatment components; installation of new above-grade PVC and carbon steel piping; wellhead connections for the MPE and Vapor Extraction (VE) systems; installation of new granular activated carbon (GAC) vessels, regenerative blowers, and a heat exchanger; piping and equipment modifications to the Liquid Treatment Train (LTT) and Vapor Treatment Train (VTT) systems; construction of new pipe access paths; and electrical and controls upgrades; and electrical and controls upgrades; and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. All work is being performed under the supervision of the Washington State Department of Ecology in accordance with Agreed Order No. DE 3810 (Amendment No. 3, July 2024), issued under the Model Toxics Control Act (RCW 70A.305). Copies of Agreed Order No. DE 3810 and Amendment No. 3 are included in Appendix A and are incorporated herein by reference as part of the Contract Documents.
