ADVERTISEMENT FOR BIDS POULSBO EVENTS & RECREATION CENTER ? PHASE 1 SUBMITTAL OF SEALED BIDS: Notice is hereby given that the City of Poulsbo will receive sealed bids through Tuesday, March 3, 2026, at 10:00 a.m. at the City Hall, Public Works Department at 200 NE Moe Street, Poulsbo, WA 98370. Proposals received after said date and time will not be considered. All timely bids will be opened and read publicly aloud in the City Council Chambers, City Hall, 200 NE Moe Street, Poulsbo, WA 98370, at 10:05 a.m. on Tuesday, March 3, 2026. This project shall consist of: site work, street and sidewalk improvements, and construction of multiple buildings for the City of Poulsbo's new Poulsbo Events and Recreation Center ? Phase 1, located at 1135 NW Reliance St, Poulsbo, WA. The project consists of two synthetic turf fields, field and site lighting, site retaining walls, parking lot with drop areas, EV parking areas and recharging stations, a trash enclosure area, a playground, pickleball and multipurpose courts, a connection to the regional stormwater facility, and a trail and paved connections to adjacent parcels. The project also includes several elements, all designed and supplied under separate contracts and listed as Owner Furnished. These include site buildings, playground equipment, field lights, and synthetic turf. The four site-building elements are: a multipurpose building with restrooms and storage, a storage building, and two pavilions. These pre-engineered buildings are all designed and supplied by separate contracts and listed as Owner Furnished - contractor to install, with building packages provided for erection as part of this contract. Similarly, the playground equipment is listed as Owner Furnished, contractor to install, with equipment provided for erection as part of this contract. The synthetic turf and field lights are listed as Owner Furnished, separate contractor to install, and will require coordination between contractors. PRE-BID MEETING: An informational meeting will be held on Thursday, February 19, 2026, at 10:00 a.m. at the project site, 1135 NW Reliance St, Poulsbo, Washington, to discuss the project. All prospective bidders are strongly encouraged to attend. OTHER PROVISIONS: All bids and this Project shall be governed by the Contract, as defined by the Washington State Department of Transportation Standard Specifications for Road, Bridge, and Municipal Construction 2026 (Standard Specifications), which is incorporated by this reference as though set forth in full. All bid proposals shall be in accordance with the Contract and all bid proposals shall be accompanied by a bid deposit or bond in the amount required in the Contract. Forfeiture of the proposal bond or deposit to the City shall be in accordance with the Contract. The recipient, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. The City encourages minority and women-owned firms to submit bids consistent with the City's policy to ensure that such firms are afforded the maximum practicable opportunity to compete for and obtain public contracts.
