Bids will then be publicly opened and read aloud five minutes after the bid due time. Bids received after the dates and times stated above WILL NOT receive consideration.
 
Skanska USA Building Inc. will be bidding on Bid Package BP 03A.1, 08A.1, 10Z.1 and 31C.1. These bids shall be submitted to the attention of Jim Luebeck, Asst. Director of Capital Projects and Wendy Cory, Capital Projects Coordinator following procedures described herein.
 
PRE-BID CONFERENCES
A non-mandatory, though highly encouraged online pre-bid conference will be held via teams meeting. Pre-Bid Meeting will start at 9:00am on Feb 23rd, 2026.

Contract Documents for this work may be obtained online through Building Connected available Tuesday, Feb 17th, 2026; the documents will also be posted online at Builder's Exchange of Washington (www.bxwa.com) under Posted Projects/General Contractor Project areas/Washington/Skanska/Projects Bidding.
 
Questions that develop during the bid period must be submitted in writing and/or emailed to Skanska USA Building, Inc. to Coleman.brown@ skanska.com All questions and answers will be published via addenda during the bid period. Questions must be received no later than 12:00 PM on Feb 26th, 2026. DO NOT present questions directly to the Architect/Engineer or the School District.
 
BUSINESS EQUITY: The project is committed to providing an opportunity for participation in contracting local, small, and diverse business entities. North Kitsap School District has set a project goal of 5% - 10% minority business enterprises (MBEs), 5% - 10% women business enterprises (WBEs), and 15% - 20% Local to kitsap peninsula, all state certified with the Office of Minority and Women Business Enterprises (OMWBE) Participation may be either on a direct contract basis or as a sub-tier trade partner or supplier.
 
RETENTION: Skanska plans to obtain a Retention Bond for the project. Subcontractors will have the option of participating in the Skanska retention bond in lieu of having retention held. Those who do not participate will be held to the standard 5% retention.
 
Skanska USA Building, Inc. reserves the right to reject any or all bids and to waive any non-material informalities or irregularities in the bids received. A bidder may withdraw its proposal by submitting a written request before the bid opening time. Skanska will return the proposal unopened after contract award.
