DESIGN-BUILDER FOR HUNTINGTON TRAINING CENTER
RFQ 26-02
Ben Franklin Transit (BFT), a municipal corporation of the State of Washington, located at 1000 Columbia Park Trail, Richland, WA 99352 is seeking statements of qualifications for Design-Build services for a new Training Center in Kennewick, WA using progressive design-build delivery method.
NOTICE TO PROPOSERS – ALL STATEMENTS OF QUALIFICATIONS SHALL BE:
• Submitted via OpenGov.com
• Electronic qualifications will be received until: March 24, 2026,
no later than 2:00 PM PDT
• The submission subject line shall include the title of the document, and due
date and time.
• The Proposal shall be titled, "[Insert Proposer's Name] BFT Facilities
Maintenance Shop Statement of Qualifications"
• All qualifications shall be in the format requested or they may be
rejected by the owner.
• It shall be the proposer's responsibility to ensure that the proposal
is submitted via OpenGov.com before the time and date set for
proposal closing as noted in the solicitation.
• The owner will not be responsible for proposals delivered to any location
other than the website address listed above. Proposals delivered to
another email or website address will be considered non-responsive.
• A project Information Meeting is scheduled for March 3, 2026, at 10:00 AM
via Microsoft Teams, the link will be included in the RFQ packet.

Contractors will be required to follow all Federal, State, and Local rules and regulations. BFT reserves to reject any or all RFQ's and to waive informalities and minor irregularities in offers received. This Request for Qualification (RFQ) may be canceled and any and all RFQ's may be rejected in whole or in part when it is in the best interest of BFT.
