Columbia Irrigation District (CID) Requests Qualifications from Attorneys at Law Per RCW 39.80.030 the CID invites law firms engaged in the practice of irrigation law to submit a statement of qualifications and performance data. Statement of Qualifications (SOQ) and performance data (not to exceed 20 pages, front and back) must be received by March 18, 2026. SOQ and performance information will be reviewed and used as the source to select one or more qualified firms for future legal matters for the time period of April 1, 2026 to March 31, 2027 with option to renew. Selection criteria will include: experience of law firm including responses from references; experience of principal staff including responses from references; ability to adhere to a schedule; fees; location of office where work will be performed.
