CITY OF WALLA WALLA NOTICE OF CALL FOR BIDS The City of Walla Walla, Washington (herein called the "Owner") invites bids for the construction of the Walla Walla Public Library Renovation and Expansion project. This includes building, site, and landscape improvements in accordance with the attached Contract Plans, these Contract Provisions, the Project Specifications, and the Standard Specifications. A mandatory 15% apprentice labor hours of the total labor hours is a requirement of this contract. A monetary incentive and monetary penalty for apprentice participation is described in the Contract Exhibit titled “Apprentice Utilization.” PROJECT LOCATION: 238 East Alder Street Walla Walla, WA 99362 PROJECT DESCRIPTION: The Project is a renovation and expansion an existing 1-story with partial basement 1970 building. Improvements include the removal and reconstruction of the center section of the building using custom steel trusses and CLT structure, seismic upgrades, accessibility improvements, and renovation to interior public and staff areas. Scope involves replacement of the existing HVAC and fire alarm systems; modification to the plumbing, fire sprinkler service, and electrical systems; structural upgrades including concrete shear walls and wall to roof anchoring; site improvements for accessibility upgrades; and low-voltage and security improvements in coordination with the Owner's vendors. The project is required to achieve LEED Silver (minimum) certification. The building will be closed during construction; refer to project documents for requirements. A/E ESTIMATE: $9,900,000 (BASE BID) PRE-BID SITE INSPECTION/MEETING: There is a MANDATORY pre-bid site inspection for this project. All those that wish to bid on the project will need to attend the pre-bid meetings/site inspections scheduled for Wednesday, March 4, 2026 at 9:00am Please meet at the front entrance stairs off Alder Street. The architect and project manager will be available at that time to introduce project requirements. Sealed bids plainly marked "BID ENCLOSED – WALLA WALLA PUBLIC LIBRARY RENOVATION AND EXPANSION” will be received at the office of the City Clerk, 15 North 3rd Avenue, Walla Walla, WA, 99362, until 1:00pm local time, Wednesday, March 25, 2026, then publicly opened in the City Council Chambers and read aloud. The Contractor is subject to all requirements related to Davis Bacon Wage Rates and/or State Prevailing Wage Rates, EEO, and Washington State Contracting Laws, etcetera. The Contract time for all work shall be 200 working days. Plans and specifications will be available starting Thursday, February 19, 2026. Informational copies of the plans and specifications are on file for inspection at the City of Walla Walla Engineering office, 55 East Moore Street. To become an eligible bidder on the proposed project, bidders must use QuestCDN at https://www.questcdn.com and purchase a copy of the Contract Documents from the website for $22.00. The Contract Documents are available under eBidDoc#10075395. All bid proposals shall be accompanied by a bid deposit in certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of the bid. Only properly executed bids submitted on the form furnished by the City will be accepted. Award will be based on the total bid. The City Council reserves the right to accept or reject any or all bids or waive any defects therein. The City of Walla Walla, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
