PDEQ Supplemental Proposed Expedited Air Quality Rulemaking – Public Comment Period ExtendedPima County Department of Environmental Quality (PDEQ) is extending the public comment period for a rulemaking that proposes to amend various parts of Pima County Air Pollution Regulations (Title 17).The Board of Supervisors vote will be moved from May 12th to July 28th , 2026 at 5pm or later, at 130 W. Congress St., Tucson, AZ 85701; the proposed rule will become effective on the same day if approved. The supplemental public comment period will run from May 8th, 2026 until June 12th, 2026. An oral proceeding has been scheduled for June 8th, 2026 at 2pm online via Microsoft Teams (Meeting information available at www.pima.gov/415 [http://www.pima.gov/415]).The proposed rulemaking would update incorporations by reference to the Code of Federal Regulations. The federal regulations include New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), and Acid Rain Regulations. The U.S. Environmental Protection Agency (EPA) codifies revisions made to these federal regulations every year on July 1 for the previous year. The purpose of this rulemaking is to incorporate by reference the applicable federal regulations as codified on July 1, 2025. This is necessary for Pima County to remain in continued compliance with its delegated authority from the EPA to implement and enforce the NSPS, NESHAP, and acid rain programs in Pima County.
