This is a Request for Qualifications (RFQ) to provide Energy Savings Performance Contracting Services for the City of Norphlet, Arkansas.  
You are invited to submit a response to the RFQ to be received no later than Monday, June 1st, 2026 at 5 p.m., to Blake Harrell, Director of Community and Economic Development, 101 Harvey Couch Boulevard, Magnolia, AR 71753 (shipping address) or P.O. Box 767, Magnolia, AR 71754 (mailing address).  One original and 3 copies are required along with a digital copy (USB drive).
RFQ Packets may be requested by email to blake.harrell@arkansas.gov (email preferred) or by calling 870.235.7516 and leaving a detailed message.  The RFQ packet includes instructions for responding to the RFQ.  A selection committee appointed by the Mayor will conduct an evaluation of all proposals submitted.
