Budget: $45,000,000 Prequalification: REQUIRED: C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46 https://www.alamedaunified.org/departments/construction/ measure-b Schedule: June 2026 through July 2028 Project Description The scope consists of demolishing an existing admin/classroom building and one portable building to make way for a new 1-story admin/media center building and a 2-story classroom building. A new concrete masonry unit (CMU) trash enclosure with a metal roof will house trash, recycling and compost binds. The admin/media center building, 2-story classroom building, and trash enclosure will be construction type VB. The total gross sf of the admin building and 2-story classroom building in approx. 25,199 sq ft. The existing multi-purpose building and 2-story modular classroom building will remain. Security access control system will be provided at new buildings, existing buildings, and campus perimeter fencing gates. This product will also include limited modernization of the existing multi-purpose buildings, 2-story modular classroom building, and portables. New site development includes grading, utilities, private fire hydrants, bio-retention basins for on-site stormwater management, emergency vehicle access roadway, concrete walkway, student drop-off and pick-up area, secured bike parking areas with bike racks & lockers, a digital marquee sign, ornamental perimeter fencing with gates, and site lighting. New landscaping with shade trees and plants, student garden, outdoor learning spaces, and academic quad with permeable turf and gathering areas. A DSA PC metal shade structure is provided near the multi-purpose building for eating meals outdoors. New blacktop playground with carious games striping and sport courts. A separate TK & kindergarten play yard with low fencing is provided as well. Skilled & Trained Workforce Requirements In accordance with AB3018, compliance with the skilled and trained workforce requirements is mandatory for this project. As condition to payment, monthly skilled and trained workforce compliance reports must be submitted to Lathrop. Payments will be withheld unless all requirements, including but not limited to monthly reporting and its acceptance by Lathrop and the Owner, are met. Previous non-compliance with this requirement will affect bidders' classification as a "responsible bidder". Inconsistent conditions and/or terms with Lathrop's subcontract agreement in subcontractor's bid shall be void. Subcontractors are required to furnish proof of insurance according to the requirements stated in Lathrop's subcontract agreement and the requirements as stated in the project specifications. A waiver of subrogation will be required with all subcontract agreements. If a project is subject to Prevailing Wages, a Project Labor Agreement, and/or a Project Stabilization Agreement, subcontractors will be required to honor the terms of such agreement. Lathrop relies on the price submitted in a subcontractor's proposal as an all-inclusive price for its trade scope found in the plans and specifications regardless of any qualifying language in the proposal. Lathrop's listing of a subcontractor is not an acceptance of any or all of that subcontractor's conditions, qualifications, exclusions or exceptions included in the subcontractor's bid proposal. The subcontractor agrees that its bid will remain valid for the same period of time that the prime contractor's bid must remain valid with the Owner, as specified in the project's specifications. At the discretion of Lathrop, any listed subcontractor that withdraws its bid after Lathrop submits its bid to the Owner will be responsible for the difference in price for such scope of work charged by the replacement subcontractor. Payment & Performance Bonds: The subcontractor will be required to provide 100% Payment & Performance Bonds, from a California admitted surety with an AM Best rating of A-VII or better, as a condition of contract. These bonds shall name Lathrop as the obligee and guarantee prompt and faithful performance of the subcontractor and the payment of all claims for labor and materials furnished or used in and about the work to be performed under the subcontract. If the subcontractor fails to meet this requirement, the prime contractor may reject the bid and make a substitution of another subcontractor subject to Public Contract Code �4107. In accordance with Public Contract Code �7200, if the subcontractor fails or refuses to provide a performance and payment bond issued by an admitted surety insurer, Lathrop may also withhold a percentage of the retention proceeds that exceeds the percentage specified in the contract between the District and Lathrop. The costs of bonds required hereunder are to be borne by the subcontractor unless Lathrop agrees otherwise. If assistance is needed regarding bonds or insurance, please feel free to contact us. Conditions, qualifications, exclusions or exceptions to the bond requirement contained in a subcontractor's bid are not enforceable. Such bonds must be furnished to Lathrop within five (5) business days of the request to furnish said bonds. Licensing/DIR Requirements: Lathrop will not consider or accept any bids from contractors who are not licensed to do business in the State of California. In accordance with Public Contract Code �3300, the bidders shall have the appropriate, current California contractor's license and shall maintain that license in good standing through completion of the contract and all applicable warranty periods. Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code �4104 unless currently registered and qualified under Labor Code �1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (��1720 et seq.) of the Labor Code.
