LEGAL NOTICE REQUEST FOR PROPOSAL (RFP) 1236 EMPLOYMENT AND HUMAN SERVICES DEPARTMENT WORKFORCE DEVELOPMENT BOARD Business-to-Business Technical Assistance and Intermediary Services The Contra Costa County Employment and Human Services Department (EHSD), on behalf of the Workforce Development Board of Contra Costa County (WDBCCC), announces the issuance of Request for Proposal (RFP) 1236, making available up to $500,000 for the delivery of Business-to-Business Technical Assistance and Intermediary Services under the Workforce Innovation and Opportunity Act (WIOA) and related workforce funding in Contra Costa County. Successful Bidders will support employers in assessing workforce needs and developing incumbent worker training strategies aligned with industry demand. Services will include providing technical assistance to employers on the application, leveraging, and utilization of workforce funding sources, including WIOA and the California Employment Training Panel (ETP), to support upskilling, wage progression, and retention of the workforce. In addition, the selected Contractor will fulfill a distinct administrative intermediary role supporting regional coordination and employer-of-record responsibilities, as designated by WDBCCC. A Recommended Bidders' Conference is scheduled for Friday, May 29, 2026, from 10:00 AM to 12:00 Noon. Participation in the Bidders' Conference is recommended but not required for a proposal to be considered. Webinar registration is required prior to being admitted to join the Bidder's Conference. Bidders' proposals are due by Thursday, June 11, 2026 by 5:00 p.m. PST, without exception. This solicitation is posted and managed on BidNet Direct.
