INVITATION TO BID ELECTRONIC BID SUBMISSIONS will be accepted only via the Contra Costa Water District's (CCWD's) online bid portal at https://pbsystem.planetbids.com/portal/52380/portal-home until 10:00 A.M. on Tuesday, June 23, 2026 for Project Number 125061, for performing Work as follows: Furnishing all labor, materials, except for those materials supplied by CCWD as set forth in Paragraph 01010-4.0, CCWD FURNISHED MATERIALS, equipment, and performing all work necessary and incidental to the construction of the project known as Old River Pump Station Power System Improvements according to drawings and specifications as prepared by the Contra Costa Water District and according to the Contract Documents. The Work includes, but is not limited to: Demolition, removal and disposal of substation SF6 breaker bushings, gaskets, and manifold components. Demolition, removal, and disposal of service building battery system, 69 kV disconnect switch and associated hardware, conductor cables, and six (6) light fixtures. Refurbishment of substation SF6 breaker, including furnishing and installing SF6 breaker composite bushings, gaskets, and manifold components. Furnishing and installing new service building DC battery system and HVAC system, and six (6) LED light fixtures within the substation yard. Retrofit of incoming line A-frame steel support structure, including furnishing and installing motorized 69 kV disconnect switch, conductor cables, post insulators, and other associated materials. Testing, startup, and commissioning of new equipment. Providing training to CCWD staff for new equipment. The location of the project site is 17521 CA-4, Discovery Bay, CA 94505 Project is to be completed within (582) consecutive days from the date specified in the Notice to Proceed. Time for commencement and completion of the Work is important, and is to be of the essence of the Contract. Two pre-bid conferences and job site visits will be held at 10:00 A.M. on Thursday, May 28, 2026 and at 10:00 A.M. on Tuesday, June 2, 2026. Prospective bidders should meet at Old River Pump Station (17521 CA-4, Discovery Bay, CA 94505). Prospective bidders must supply their own hard hats, safety glasses, reflective vests, and work boots, and wear them during the job site visit. CCWD is not responsible for supplying Personal Protection Equipment (PPE), and prospective bidders will not be allowed to attend the job site visit if they fail to supply and wear the required PPE. Although the job site visit is not mandatory, no allowance will be made for any unfavorable conditions or events which might have been foreseen from a thorough examination of the site by the Contractor. No other job site visits will be scheduled.
