NOTICE TO CONTRACTORSBid Submissions will be received through Bidnet Direct’s California Purchasing Group website below until 2:00 p.m. on Wednesday, May 13, 2026 , at which time they will be publicly opened digitally and posted for performing work in accordance with Plans and Specifications, therefore, as follows: RFB 2026-22ANNUAL CONTRACT FOR PROFESSIONAL LANDSCAPE MAINTENANCE OF COORDINATE 2 Bids are required for the entire work as described herein: Furnish all necessary labor, materials, and equipment per these specifications to provide landscape maintenance of an area identified as Coordinate 2. Maintenance of areas must include if applicable, but not be limited to, pruning, shaping and training of trees, shrubs and ground covers; fertilization; weed control; litter control; control of all plant diseases and pests; mowing; maintenance of irrigation system; and all other duties required to keep the area(s) in safe, attractive, usable condition and maintain plant and turf condition with horticulturally acceptable growth and color and as otherwise described herein. Landscape Maintenance for the City of Hanford must be "priority work" for the successful contractor. Contractor must have sufficient equipment and employees to complete the work in accordance with the specifications and requirements of this Invitation to Bid.This contract is for the maintenance of approximately 523,793 sq. ft (12.02 acres). Refer to Exhibits B and C of this RFB for square footage and location details. The initial contract term shall be for a twelve (12) month period and shall, at the City’s option and with the consent of the CONTRACTOR, be extended annually thereafter for two (2) consecutive one-year periods. Award will be made to the lowest bidder whose proposal is deemed both responsive and responsible and meets the requirements and criteria set forth in this RFB.There will be a non-mandatory pre-bid job walk at City Hall- 315 N. Douty Street, Hanford, CA 93230 at 10:00 a.m. on Wednesday, April 29, 2026.Mandatory licensing requirements include: a C-27 Landscape Contractor’s License, a Pesticide Applicator’s License (QAL category “B”), a valid Department of Industrial Relations (DIR) Registration Number, and a valid City of Hanford Business License.Plans, specifications, and proposal forms to be used for bidding shall only be obtained through Bidnet Direct’s California Purchasing Group website:http://www.bidnetdirect.com/california/cityofhanford [http://www.bidnetdirect.com/california/cityofhanford] All vendors looking to do business with the City of Hanford are encouraged to register to access bids, related documents, addendum, plan holder lists, and award information. All bid documents shall be included in Bidnet Direct’s California Purchasing Group website submission to be valid at the time of bid opening.Bids must be accompanied by a bidder's security made payable to the City of Hanford for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited should the bidder to whom the contract is awarded fail to enter into this contract.All questions regarding this project shall be in writing and shall be submitted through Bidnet, no later than 4:00 p.m. on Wednesday, May 6, 2026.Local Vendor Preference: In an effort to encourage local businesses to provide goods and services to the City, the Council has enacted a Local Vendor Preference policy. The Local Vendor Preference policy will apply to any business that has a fixed business address within Hanford City limits. A Post Office Box will not be accepted as a business address. The City reserves the right to request proof of the City of Hanford address.Any change to, or clarification of, the project plans and specifications shall be made in the form of an addendum issued to plan holders of record. Questions that prompt a change or clarification shall be included in the addendum with the subsequent answers.All bids are to be compared on the basis of the City Engineers estimate of the quantities of work to be done. No bids will be accepted from a Contractor who has not been licensed in accordance with the provisions of Chapter 9, Division 3 of Business and Professions Code. The City reserves the right to reject any or all bids.In accordance with the provisions of Section 1770 to 1781 of the Labor Code, the City of Hanford has ascertained that the General Prevailing Rate of Wages applicable to the work being done for this project is as per the State of California Prevailing Wage rates for the County of Kings, of which wage scale on file in the City Engineer ¢ s office and the Department of Industrial Relations prevailing wage rate determinations website at https://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. The Contractor to whom the contract is awarded shall pay not less than the specified prevailing wages to all workmen employed in the execution of the contract.The City of Hanford, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US. C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of age, race religion, creed, color, national origin, ancestry, physical or mental disability, medical condition, genetic information, marital status, gender, gender identity or expression, sexual orientation, or military and veteran status in consideration for an award.This public works project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)).
