COUNTY OF MONTEREY PUBLIC WORKS FACILITIES & PARKS PROJECT: 13933 Sherman Blvd - East Garrison Library PROJECT NO. 4112 - BID PACKAGE NO. 10978 NOTICE TO BIDDERS Sealed bids for the above project will be received at the Office of Clerk of the Board of Supervisors, County of Monterey, 168 W. Alisal Street, First Floor, Salinas, California 93901 (Mailing Address: P O Box 1728, Salinas, California 93902-1728) until the submission deadline: 10:00 am on Friday, May 29, 2026, at which time they will be publicly opened and read in the Board of Supervisors’ Chambers. Each bid shall be in accordance with the drawings, plans, specifications, addenda, and subject to all special Provisions/ Conditions, General Conditions, and other contract documents prepared by the County, and shall be submitted on the bid form prescribed by County. County reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. No bidder may withdraw his/her/its bid for a period of sixty (60) days after the opening of bids without the written consent of County. The bidder shall possess a valid Class B-General Building Contractor’s License at the time of bid opening. Base Bid consists of all work as noted in drawings and specifications including site work, demolition as required, con- struction of new single-story public library building for Monterey County Free Libraries department, except for furniture fixtures and equipment. Additive Alternate bids include: • Alternate Bid 1 includes cost for adding an automatic transfer switch and infrastructure to hook up a mobile generator as described in the drawings and specifications. • Alternate Bid 2 includes cost to install electric vehicle charging stations as described in the drawings and specifications. Work is estimated to begin in August 2026 with completion anticipated in December 2027. A Mandatory Pre-Bid Meeting for all prospective bidders is scheduled at the Project site (13993 SHERMAN BLVD, MARINA, CA 93933) at 10:00 am, Friday, May 8, 2026. This meeting must be attended in its entirety. Project general requirements and specifications, construction documents and other contract documents may be examined at the Monterey County Department of Public Works, Facilities & Parks (PWFP), 1441 SCHILLING PLACE, SECOND FLOOR, Salinas, CAlifornia 93901, (831)755-4800. Alternately, contact Public Works, Facilities, and Parks (PWFP) 1441 Schilling Place-South, Second Floor, Salinas, California 93901-4527 to obtain files on a flash drive for a nonrefundable fee of $5. No questions will be accepted after the deadline. Answers to all questions and project addenda will be posted to the Contracts/Purchasing Solicitation Center project page listed above. Security in an amount equal to at least ten percent (10%) of the total amount of the bid in the form of cash, cashier’s check, or certified check payable to the County, or a bidder’s bond in the form attached to the proposal executed by an admitted corporate surety company, must accompany the bid. For the selected contractor, a payment bond and a performance bond, each in the amount of One Hundred Percent (100%) of the Contract, are required. Pursuant to California Public Contract Code Section 22300, the Contractor may substitute securities for any monies withheld by the County to ensure performance under the Contract. Pursuant to California Labor Code Section 1771.1(a), a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of California Public Contract Code Section 4104, or engage in the performance of any contract for public work, as defined in Chapter 1 of Part 7 of Division 2 of the California Labor Code, unless currently registered and qualified to perform public work pursuant to California Labor Code Section 1725.5. It is not a violation of Labor Code Section 1771.1(a) for an unregistered contractor to submit a bid that is authorized by California Business and Professions Code Section 7029.1 or by Public Contract Code Section 10164 or Public Contract Code Section 20103.5, provided the contractor is registered to perform public work pursuant to Labor Code Section 1725.5 at the time the Contract is awarded. Bidders must comply with the provisions of Monterey County Code (MCC) Section 5.08.120, requiring a good-faith effort to employ qualified individuals who are residents of the Monterey Bay Area as defined in MCC Section 5.08.120.H.3. “Resident of Monterey Bay Area”. General prevailing wage rates in the County in which the work is to be done have been determined by the Director of California Department of Industrial Relations (DIR) and are on file and available at PWFP, 1441 Schilling Place, Second Floor, Salinas, California 93901 and DIR Internet website: www.dir.ca.gov/DLSR/PWD. It shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under him/her/it, to pay not less than said specified rates to all workers employed by them in the execution of the Contract. The Project is subject to compliance monitoring and enforcement by the DIR.
