NOTICE TO BIDDERS Notice is hereby given that the Monterey County Office of Education (hereinafter referred to as "Owner") will receive sealed bids prior to the date and time stated for the bid opening for the award of a contract to construct the Playground Improvement Project for Bard Blades and Arthur B. Ingham Schools BID 26-004 (the "Contract"), as per the Contract Documents, including the drawings and specifications. The bid documents will be available for download through the Owner's online portal https://montereycoe.bonfirehub.com/. Contractors must register for an account, at no cost, to access project details, download bid documents, and for submission of bids. The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined. The lowest bid shall be determined on the amount of the base bid. This Contract is not subject to pre-qualification pursuant to Public Contract Code section 20111.6. The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and the rate for legal holidays and overtime work. The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified. Copies of the required rates are on file at the Owner's business office and are available on request. Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (��1720 et seq.) of the Labor Code. For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (��1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work and proof of registration is provided. For all projects over Twenty-Five Thousand Dollars ($25,000), the bidder shall state the public works contractor registration number on the Designation of Subcontractors form for each subcontractor performing more than one-half of one percent (0.5%) of the bidder's total bid. The Contract Time shall be June 18, 2026 thru July 31, 2026, and liquidated damages for delay shall accrue. See Article III of the Agreement for details. Contractors must submit bids on or before 2:00 PM on May 27, 2026, electronically through an online vendor portal at https://montereycoe.bonfirehub.com/ until 2:00 PM on May 20, 2026. Each Contractor must ensure it receives an electronic receipt from the online vendor portal. The Owner will open the bids and publicly read them aloud at the bid opening at MCOE, Room E at 901 Blanco Circle, Salinas, CA 93901. Any claim by a Bidder of error in its bid must be made in compliance with section 5100 et seq. of the Public Contract Code. Any bid that is submitted after this time shall be non-responsive and returned to the Bidder. The Owner is not responsible for Bids that are received after the deadline noted above. No bid will be accepted by the Owner after this time. Facsimile (FAX) and hard copies of the bid will not be accepted. Bids will remain electronically sealed and inaccessible until the time of bid opening and may be opened immediately after the submission deadline or at a later time, at the Owner's discretion. Request for Information must be submitted through the online portal no later than 2:00 PM on May 13, 2026. All final addenda to the construction documents will be posted on the online vendor portal at https://montereycoe.bonfirehub.com/ on May 20, 2026. Mandatory bid walk and pre-bid conference will be held on May 6, 2026. Bidders must attend both bid walks: Site 1 at 12:30 PM Bard Blades School at 1145 Acosta Street, Salinas, CA 93905. Site 2 at 1:30 PM Arthur B. Ingham at 47 San Benancio Road, Salinas, CA 93908. Bidders will meet outside the school's front office. Bidders not attending will be disqualified. Bids must be accompanied by a bidder's bond, cashier's check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner, as detailed in the Contract Documents. Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum. The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions. The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the bidder shall have a Class "A" or "B" license at the time of award and shall maintain that license in good standing through Completion of the Contract and all applicable warranty periods.
