NOTICE INVITING BIDS
Sealed proposals will be received at the office of the City Clerk, 1710 Tucker St, Selma, CA 93662, until June 4th, 2026 at 2:00 pm PST, at which time they will be publicly opened and read at said location, for construction in accordance with the plans and specifications therefor, to which special reference is made as follows:
ORANGE AVENUE BASIN FENCING PROJECT
Plans and specifications for this project may be obtained in digital format at no cost from the office of the City Engineer, David Horn, PE, Yamabe & Horn Engineering, Inc., by submitting an email request to Shona Phillips at sphillips@yhmail.com [sphillips@yhmail.com]. Plans and specifications in hardcopy format may also be obtained from the same office, located at 2985 N. Burl Avenue, Suite 101, Fresno, CA 93727 at the non-refundable price of $15 per set. If mailed, there will be an additional non-refundable charge of $35 per set. Plans and specifications may be examined at the office of the Director of Public Works at 1710 Tucker St, Selma, CA 93662.
No bidder may withdrawal their bid within thirty (30) days after the actual date of bid opening. Planholder names may be obtained from the City Engineer, beginning five (5) business days prior to the bid opening date.
Inquiries regarding this project shall be directed to the Project Engineer, Derek Lapsley, PE, dlapsley@yhmail.com, via email only, in the form of a PDF using the RFI Submittal Form provided in Appendix A of these specifications. Request for Information (RFIs) must be submitted no later than five (5) business days prior to bid opening.
Bids shall be submitted in a sealed envelope addressed to the City Clerk and labeled with the name of the bidder, the name of the project, and the statement “DO NOT OPEN UNTIL THE TIME OF BID OPENING.” A bid will not be considered unless it is made on the bid proposal forms furnished in these specifications. Each bid must be accompanied by a certified cashier’s check or bidder’s bond, made payable to the City of Selma, for an amount equal to at least ten percent (10%) of the amount bid. A Performance Bond in an amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in an amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded within ten (10) business days after notice of award of the contract.
A contract will not be awarded to a Contractor who has not been licensed in accordance with the provisions in Public Contract Code Section 3300, as amended, or whose bid is not on the bid proposal forms included in the contract documents. A valid California Class ‘A’ Contractor’s License is required for this project.
The City of Selma hereby notifies all bidders that it will affirmatively ensure that Disadvantages Business Enterprises (DBE), Minority Business Enterprises, and Women-Owned Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for award, to the extent required by applicable laws and regulations.In accordance with the provisions of Labor Code Section 1771, this project is subject to the general prevailing rates and wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in Labor Code Section 1773.8. Said wages are on file with the City Clerk, City of Selma, 1710 Tucker St, Selma, CA 93662, or on the State of California Department of Industrial Relations website at www.dir.ca.gov/dirdatabases.html [http://www.dir.ca.gov/dirdatabases.html], and are incorporated herein by reference.
No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5, except as provided under limited bid purposes in Labor Code section 1771.1(a). This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
Bids are required for the entire work described herein. Bids will be compared on the basis of the total bid amount.
The City Council reserves the right to reject any or all bids, to waive any informality in the bids received, or to award the contract to the lowest responsible and responsive bidder in the best interests of the City of Selma, City Council
