NOTICE TO CONTRACTORS CALLING FOR BIDS (CUPCCAA FORMAL BIDDING PROCEDURES; PUBLIC CONTRACT CODE �22032) DISTRICT MENDOCINO-LAKE COMMUNITY COLLEGE DISTRICT PROJECT DESCRIPTION NORTH COUNTY CENTER HVAC REPLACEMENTPROJECT LATEST TIME/DATE FOR 10:00 AM SUBMISSION OF BID Tuesday, June 02, 2026 PROPOSALS LOCATION FOR SUBMISSION Mendocino College OF BID PROPOSALS Facilities Building 1000 Hensley Creek Road Ukiah, California 95482 LOCATION FOR OBTAINING https://www.draftechplanroom.BID AND CONTRACT com/projects/private once on DOCUMENTS the site, enter the private job key: NCC HVAC NOTICE IS HEREBY GIVEN that the above-named California Community College District, through its Board of Trustees ("the District") will accept Bid Proposals for the Contract for NORTH COUNTY CENTER HVAC REPLACEMENT PROJECT("the Work"). 1. Submittal of Bid Proposals. All Bid Proposals shall be submitted on forms furnished by the District. Bid Proposals must conform with, and be responsive to, the Bid and Contract Documents, copies of which may be obtained from the District as set forth above. Only Bid Proposals submitted at or prior to the date and time set forth above shall be considered. All Bid Proposals must submitted to the District at the location set forth above prior to the latest date/time for submittal of Bid Proposals. 2. Bid and Contract Documents. The Bid and Contract Documents may be obtained as set forth above. 3. Documents Accompanying Bid Proposal. Each Bid Proposal shall be accompanied by: (i) the required Bid Security; (ii) Subcontractors List; (iii) Non-Collusion Affidavit; and (iv) Statement of Bidder's Qualifications. 4. Prevailing Wage Rates. The Contractor and all Subcontractors shall pay not less than the applicable prevailing wage rate for the classification(s) of labor provided by their respective workers; prevailing wage rates are available for review at http://www.dir.ca.gov/dlsr/statistics_research.html. During the Work, the Department of Industrial Relations ("DIR") will monitor compliance with prevailing wage rate requirements and enforce the Contractor's prevailing wage rate obligations. 5. Bidder and Subcontractors DIR Registered Contractor Status. Each Bidder must be a DIR Registered Contractor when submitting a Bid Proposal. The Bid Proposal of a Bidder who is not a DIR Registered Contractor will be rejected for non-responsiveness. All Subcontractors identified in a Bidder's Subcontractors' List must be DIR Registered contractors at the time the Bid Proposal is submitted. The foregoing notwithstanding, a Bid Proposal is not subject to rejection for non-responsiveness for listing Subcontractor(s) on the Subcontractors List who is/are not DIR Registered contractors if such Subcontractor(s) complete DIR Registration pursuant to Labor Code �1771.1(c)(1) or (2). If any listed Subcontractor(s) who is/are not DIR Registered contractors and such Subcontractor(s) do not become DIR Registered pursuant to Labor Code �1771.1(c)(1) or (2), but the Bidder, if awarded the Contract, must request consent of the District to substitute a DIR Registered Subcontractor for the non-DIR Registered Subcontractor pursuant to Labor Code �1771.1(c)(3), without adjustment of the Contract Price or the Contract Time. 6. Contractors' License Classification. The District requires that Bidders possess the following classification(s) of California Contractors License at the time that the Contract for the Work is awarded: C-10, C-38 and C-36 7. Contract Time. Substantial Completion of the Work shall be achieved as set forth in the Contract Documents; Liquidated Damages will be assessed for delayed Substantial Completion. 8. Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount equal to ten percent (10%) of the maximum amount of the Bid Proposal, inclusive of the proposed price for any additive Alternate Bid Item(s). Failure of any Bid Proposal to be accompanied by Bid Security in the form and in the amount required shall render such Bid Proposal to be non-responsive and rejected by the District. Bid Security shall be submitted as follows: 9. Alternate Bid Items. N/A 10. No Withdrawal of Bid Proposals. Bid Proposals shall not be withdrawn by any Bidder for sixty (60) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals. 11. Job-Walk. The District will conduct a MandatoryJob Walk on Tuesday, May 12, 2026 beginning at 9:00 a.m. Bidders are to meet at 300 East Commercial Street, Willits, CA95409 for conduct of the Job Walk. If the Job Walk is mandatory, the Bid Proposal submitted by a Bidder whose representative(s) did not attend the entirety of the Mandatory Job Walk will be rejected by the District as being non-responsive. 12. Pre-Bid Inquiries. Bidders may submit pre-bid inquiries or clarification requests no later than 8:30 a.m. on May 18, 2026 Pre-bid inquiries or clarification requests shall be submitted to: mlojowsky@mendocino.edu 13. Copies of Agreement and Bonds. The number of required executed copies of the Agreement are ONE (1) The number of required executed copies of the Performance Bond and the Labor & Materials Payment are ONE (1). 14. Award of Contract; Waiver of Irregularities. The Contract, if awarded, will be by action of the District's Board of Trustees to the responsible Bidder submitting the lowest priced responsive Bid Proposal. If Alternate Bid Items are included in the bidding, the lowest priced Bid Proposal will be determined on the basis of the Base Bid Proposal or on the Base Bid Proposal and the combination of Alternate Bid Items selected in accordance with the above. The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding.
