NOTICE INVITING SEALED BIDS OR PROPOSALS NOTICE IS HEREBY GIVEN that the City of Upland ("City") will receive sealed bids for the following project until 5:00 P.M. on June 11, 2026: PROJECT NO. 76091 BID NO. 202601 GIBSON SENIOR CENTER INTERIOR IMPROVEMENT PROJECT Bids may be submitted electronically through the City's Planet Bids Portal at: https://vendors.planetbids.com/portal/66713/portalhome or delivered in sealed paper form to: Office of the City Clerk City of Upland 460 North Euclid Avenue Upland, California 91786 The City Clerk, or designee, is authorized to receive and accept bids on behalf of the City. All paper bids shall be sealed and clearly marked: "SEALED BID PROJECT NO. 76091 / BID NO. 202601 GIBSON SENIOR CENTER INTERIOR IMPROVEMENT PROJECT" Late bids will not be accepted. For electronic submissions, the Planet Bids timestamp shall govern. For paper submissions, the official time maintained by the Office of the City Clerk shall govern. SCOPE OF WORK : The project generally consists of interior rehabilitation improvements to the Gibson Senior Center, including interior painting, wall preparation, and repair, flooring removal and replacement, surface preparation, and related improvements. More specifically, complete interior paint with DunnEdwards products. All interior walls and ceilings. All rooms, hallways, storage areas, and restrooms. Two (2) base colors and one (1) trim color. Removal of Mural in the Dining Hall. Interior paint process shall include full preparation, sanding, filling of holes/divots, etc., and matching drywall textures. Skim coat walls as needed. DunnEdwards paint products shall be Spartawall 30, Eggshell. All skim coat areas require primer. All metal doorjambs/metal surfaces shall be Aristisheild 50 Urethane Alkyd Eggshell. Interior flooring, removal, and disposal of existing flooring. Sanding, patching, and prepping as needed. Flooring product shall be Shaw Contract Style, Luxury Vinyl Tile (LVT), and Shaw Contract Style, Carpet Tile. ENGINEERS ESTIMATE: $250,000 PROJECT LOCATION: Gibson Senior Center 250 N. Third Avenue Upland, CA 91786 CONTRACT TIME: All work shall be completed within sixty (60) calendar days from the date specified in the Notice to Proceed. Bids submitted by contractors not attending the mandatory pre bid conference may be deemed nonresponsive. QUESTIONS AND REQUESTS FOR INFORMATION (RFI): All questions regarding the project shall be submitted electronically through Planet Bids no later than June 4, 2026, at 5:00 P.M. Responses and addenda will be issued through Planet Bids only. Oral interpretations or clarifications shall not be binding. FEDERAL FUNDING REQUIREMENTS This project is funded in whole or in part with federal Community Development Block Grant (CDBG) funds provided by the U.S. Department of Housing and Urban Development (HUD). Contractors shall comply with the applicable federal, state and local requirements DAVISBACON AND PREVAILING WAGE REQUIREMENTS : This project is subject to Federal DavisBacon and Related Acts and California prevailing wage requirements. The Contractor shall pay not less than the higher of the applicable Federal or State prevailing wage rates for all classifications of work performed. Federal prevailing wage requirements pursuant to the DavisBacon Act and related labor standards shall apply to all work performed under this contract. The applicable Federal Wage Determination and California Department of Industrial Relations (DIR) prevailing wage determinations are included in the bid documents and are incorporated herein by reference. CERTIFIED PAYROLLS: The Contractor and all subcontractors shall submit weekly certified payroll records in compliance with California Labor Code Section 1776 and Federal DavisBacon requirements. Certified payrolls shall be submitted electronically in the format required by the City. BID SECURITY Each bid shall be accompanied by bid security in the amount of not less than ten percent (10%) of the total bid amount in the form of cash, certified check, cashier's check, or bidder's bond payable to the City of Upland. CONTRACTOR LICENSE REQUIREMENTS: The successful bidder shall possess a valid California Class "B" General Building Contractor License at the time of bid submission and throughout the duration of the contract. PERFORMANCE AND PAYMENT BONDS The successful bidder shall furnish: . A Performance Bond equal to one hundred percent (100%) of the contract amount ; and . A Payment Bond equal to one hundred percent (100%) of the contract amount INSURANCE REQUIREMENTS: The successful bidder shall provide insurance certificates meeting the requirements specified in the contract documents, including Commercial General Liability, Automobile Liability, Workers Compensation, and additional insured endorsements. REJECTION OF BIDS: The City reserves the right to reject any or all bids, waive any informalities or irregularities, and award the contract in the best interest of the City.
