CITY OF DUBLIN PUBLIC WORKS DEPARTMENT NOTICE INVITING BIDS NOTICE IS HEREBY GIVEN that sealed bids will be received by the Public Works Department of the City of Dublin, 100 Civic Plaza, Dublin, County of Alameda, State of California, 94568, until the hour of 2:00 p.m., April 15, 2026, at which time they will be publicly opened and read aloud in City Hall of the City of Dublin, 100 Civic Plaza, Dublin, California, for the "Project" entitled: ANNUAL STREET RESURFACING "2026 SLURRY SEAL" PROJECT NO. ST0117 AND PARKING LOT IMPROVEMENTS PROJECT NO. GI0325 PROJECT SCOPE: The Project is more specifically defined in the Contract Documents, but generally includes: furnishing all labor, materials, tools, equipment, transportation, and services necessary to perform the construction and installation of the following: surface preparation, pavement failure repair, concrete curb ramps, concrete curb and gutter, concrete pavement, crack sealing, slurry seal, pavement removal and paving, roadway grading, adjustment of utility covers, full removal of pavement markings and striping and signage, installation of new pavement markings and striping and signage, removal and placement of traffic detector loops, pedestrian and traffic control, and other items not specifically mentioned herein, and doing all appurtenant work in place and ready for use to various streets with the City of Dublin as shown in the Specifications, Technical Provisions, and other Contract Documents entitled as shown above, now on file in the office of the Public Works Director, to which reference is hereby made for further particulars. PRE-BID MEETING: Contractors bidding the project are required to attend one of the mandatory pre-bid conferences prior to bidding. The pre-bid conferences are scheduled for April 2, 2026, at 10:00 a.m., and April 7, 2026, at 1:30 p.m. and will be located at the Dublin City Hall, 100 Civic Plaza. Bids will not be accepted from contractors that do not attend one of the pre-bid meetings. Sub-contractors are not required to attend the pre-bid conference. OBTAINING CONTRACT DOCUMENTS: A complete Notice Inviting Bids and complete bid packages, including project plans, technical specifications, bid forms, and contract documents, to be used for bidding on the Project, and the plan holders list can be acquired through BPXpress Reprographics at www.dublinplanroom.com or by calling (707) 745-3593. Bid packages are available for viewing at several builders exchanges. A complete list of exchanges is available online at www.dublin.ca.gov/PlanRoom. All bidders must possess a valid class A or a combination C12, and C32 California contractor's license and bids must include bid security in the amount of ten percent (10%) of the bid amount. DEPARTMENT OF INDUSTRIAL RELATIONS: Contractor and subcontractors listed on the bid proposal must be registered with the Department of Industrial Relations, pursuant to Labor Code section 1725.5, and must furnish electronic certified payroll records to the Labor Commissioner. The successful bidder shall pay not less than the general prevailing wage rate of per diem wages to all workers employed on this project. BID INELIGIBILITY: A firm that has provided architectural or engineering services to the Department for this contract before bid submittal for this contract is prohibited from any of the following: (1) submitting a bid; (2) subcontracting for any part of the work; or (3) supplying materials to any contractor or subcontractor working on the project. COMMUNITY WORKFORCE AGREEMENT: This Project is subject to the Community Workforce Agreement approved by the City of Dublin City Council effective December 7, 2021. All Bidders shall include with their bid proposals, an executed Agreement to be Bound which can be found in Section P-20 Community Workforce Agreement (CWA) Addendum A Agreement to be Bound of the contract documents. All subcontractors, at any tier, of the successful Bidder, will be required to execute the Agreement to be Bound by Section P-20 Community Workforce Agreement (CWA) Addendum A Agreement to be Bound) within 14 days after Notice of Award, and as a condition precedent to entering into any contract for this Project.
