FOR PUBLICATION NOTICE INVITING BIDS FOR: CIVIC RECREATIONAL INDUSTRIAL AUTHORITYPROJECT NO. 145 Audio, Video and Lighting Upgrades at Grand Arena CONTRACT NO. EXPO-2145 The CIVIC RECREATIONAL INDUSTRIAL AUTHORITY , hereinafter referred to as the CRIA , will receive bids for the construction of the above project until 10:00 A.M. on Thursday, March 26, 2026, via the City of Industry’s PlanetBids TM vendor portal. Bids are to be submitted through https://www.planetbids.com/portal/portal.cfm?CompanyID=29042 . Postmarks, mailed, emailed, or hard copy bids will not be accepted. Late bids will not be accepted. It is the responsibility of the bidder to be sure the bid is submitted prior to the date and time indicated above. Free digital versions of the plans and specifications are available on the vendor portal. Hard copies are no longer available for purchase. At the time of submission of the bid and thereafter, each bidder must be licensed as a Class C-10 – Electrical and Class C-7 Low Voltage Systems Contractor OR the Contractor licensed as Class C-10 - Electrical with a subcontractor licensed as a Class C-7 Low Voltage System Contractor OR the Contractor licensed as Class C-7 Low Voltage System Contractor with a subcontractor licensed as a Class C-10 – Electrical as defined in Sections 7055-7058 of the Business and Professions Code. Each bidder shall set forth on the Bidder's Information Sheet and the Contractor's License Affidavit the classification and number of the requisite license which that bidder holds. The CRIA reserves the right to award the contract to the contractor with another license class if the CRIA determines that the license class is proper for the proposed work. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. Please note: It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded . Any bids submitted without proof that bidder and any listed subcontractor(s) are currently registered and qualified to perform public work, pursuant to Labor Code Section 1725.5, may not be accepted by the CRIA. The Scope of Work is as follows : Upgrades to the existing audio, video and lighting system at the Grand Arena. Work includes:·Furnishing and installation of audio and video (A/V) equipment and add data racks within the Announcers Booth per layout of equipment, speakers throughout the arena.·Furnish and install Audio/Video equipment at Barns.·Video equipment upgrades include the replacement of the existing video display with four (4) new video displays inside the arena and four (4) outside the arena.· Removal and disposal of existing High Intensity Discharge (HID) lighting fixtures and replacement with energy – efficient white and color changing LEDs and improved emergency lighting and notification and exterior lights on the arena.·Power conduits and cables for new 10-ton HVAC and isolation transformer for Audio. Visual Equipment at Announcers Booth including pads.·Power conduits and cables for Video Displays.·Furnish and install 10-ton HVAC and 5- fan coils inside Announcers Booth and 6 – 14’ diameter ceiling fans in the arena for air flow.·Various IT and Telecommunication Upgrades.·Electronic Safety and Security (Survillence, Intrusion Detection and Access Control) at Grand Arena, Cowboy and Patio Café.·Replacement of doors with hardware compatible with access control.·Connection of the electrical system to a backup generator.·Other related improvements as shown on plans. Two pre-bid meetings will be conducted by the CRIA Engineer at the job site on Wednesday, February 11, 2026 at 11:00 A.M. and Tuesday, February 17, 2026 at 11:00 A.M. All bidders are required to attend; it is mandatory to attend one of the pre-bid meetings. Attendees will meet at 16200 Temple Avenue, City of Industry at Parking Lot next to the Security Guard Entrance. For bidders who are not able to attend the scheduled job walks and desire to provide a bid, arrangements may be made by contacting the Project Managers at CNC Engineering at (626) 333-0336, to see the site. Job walks may be scheduled between 10 AM and 2 PM, Monday through Friday. The bidder shall allow 48 hour advance notice to allow for coordination and scheduling access to the site. Job walks requested in the last 72 hours prior to the bid time may not be possible but will be accommodated if possible.
