PUBLIC NOTICE NOTICE BY THE LIVINGSTON CITY COUNCIL OF ITS INTENT TO ADOPT AN ORDINANCE NOTICE IS HEREBY GIVEN that on March 17, 2026, at 7:00 p.m., or as soon after as the matter may be heard, the City Council of the City of Livingston intends to adopt an Ordinance, entitled: ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON AMENDING LIVINGSTON MUNICIPAL CODE TITLE 5, CHAPTER 2, CHAPTER 3, CHAPTER 4, CHAPTER 5, CHAPTER 6, AND CHAPTER 7 RELATED TO HOUSING DEVELOPMENT AND STANDARDS, INCLUDING DEFINITIONS, OFF-STREET PARKING, SITE PLAN AND DESIGN REVIEW, DENSITY BONUSES, USE PERMITS, MINISTERIAL APPROVALS, EMERGENCY SHELTERS, SINGLE ROOM OCCUPANCY, AND RESIDENTIAL AND COMMERCIAL USES ZONING MATRIX The proposed ordinance establishes the requirements of the laws and would add to or amend and remove or repeal current sections of Livingston Municipal Code under Chapter 2 "Use Classification", Chapter 3 "District Regulations", Chapter 4 "General Site Development Regulations", Chapter 5 "Specific Use Regulations", Chapter 6 "Administration", and Chapter 7 "Definitions" of Title 5 "Zoning Regulations" including (but not limited to): Definitions, Update Zoning Matrix to add "Transitional Housing", "Supportive Housing", "Single Room Occupancy", and "Low Barrier Navigation Centers" as permitted uses, Update Zoning Matrix to amend "Multiple-Family Apartment Dwellings", "Emergency Shelter", and "Licensed Community Care Facility" to be permitted, Update Off-Street Parking and Loading to add parking standards for senior housing, single room occupancy, supportive housing, and emergency shelters, Update Site Plan and Design Review procedures to remove the Site Plan and Design Review requirement for multi-family developments, Establish development standards for emergency shelters, low barrier navigation centers, and single room occupancy units and establish procedures for ministerial and by-right approvals.
