CITY OF OAKLAND NOTICE OF COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE AND CITY COUNCIL PUBLIC HEARING IN CONSIDERATION OF RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO NEGOTIATE THE TERMS AND ENTER INTO AN ADVERTISING SIGNS RELOCATION AGREEMENT WITH OUTFRONT FOSTER INTERSTATE LLC, A DELAWARE LIMITED LIABILITY COMPANY Notice is hereby given that the Oakland Community and Economic Development ("CED") Committee of the City Council and the City Council will each conduct public hearings on the below listed dates to consider the following Resolution: A RESOLUTION: (1) AUTHORIZING THE CITY ADMINISTRATOR TO NEGOTIATE TERMS AND ENTER INTO AN ADVERTISING SIGNS RELOCATION AGREEMENT WITH OUTFRONT FOSTER INTERSTATE LLC, A DELAWARE LIMITED LIABILITY COMPANY ("OFI"), WITH SUCH AGREEMENT INCLUDING THE FOLLOWING: (A) ALLOWING OFI TO ERECT UP TO FIVE NEW DIGITAL ADVERTISING SIGNS AT CERTAIN LOCATIONS IN THE CITY OF OAKLAND IN EXCHANGE FOR OFI CAUSING THE REMOVAL OF UP TO ELEVEN (11) OF ITS EXISTING ADVERTISING FACES AT VARIOUS LOCATIONS IN THE CITY BY DATES CERTAIN, WITH OFI WAIVING ITS RIGHTS TO JUST COMPENSATION FOR THE REMOVED SIGNS; (B) REQUIRING OFI TO MAKE PAYMENTS IN ADVANCE OF UP TO TWO MILLION THREE HUNDRED AND FIVE THOUSAND DOLLARS ($2,305,000) FOR FY 2025-2027 BIENNIAL BUDGET, AND ANNUAL PAYMENTS OF UP TO $750,000 FOR EACH NEW DIGITAL ADVERTISING SIGN FOR A THIRTY-ONE YEAR TERM WITH ESCALATIONS AND A TEN (10) YEAR RENEWAL OPTION, IN ADDITION TO PROVIDING OTHER FINANCIAL INCENTIVES TO THE CITY INCLUDING NEGOTIATED CARBON OFFSET FEES AND FREE ADVERTISING SPACE; AND (C) ADOPTING APPROPRIATE CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS The first meeting will be held before the Community and Economic Development ("CED") Committee of the City Council on April 21, 2026, at 1:30 PM, in City Council Chambers on the Third Floor at City Hall, 1 Frank H. Ogawa Plaza, Oakland, California 94612, where the CED Committee will review the proposal, receive public comments, and engage in a discussion prior to developing a recommendation for action for the City Council regarding the adoption of the above-titled resolution. The second meeting before the full City Council will be held on May 5, 2026, at 3:30 PM, in City Council Chambers at Oakland City Hall, One Frank H. Ogawa Plaza, Oakland, California 94612, where the City Council will review and consider during a public hearing the adoption of the above-titled resolution. Project Description: Outfront Foster Interstate LLC ("OFI"), a Delaware limited liability company, is proposing to build up to five (5) new digital advertising signs, each a double-sided, digital or static or mixed, 14'x48' or 20'60', "V" build, with a height less than or equal to 85' above highway grade level, in exchange for incurring an obligation to cause the removal of up to eleven (11) existing advertising sign faces in the City. Proposed and alternate locations for new digital advertising signs, on up to a maximum of five (5) of the following private properties: 4801 Oakport Street (APN 34-2300-14); 1155 5th Street (APN 004-0027-005-01); 3 5th Avenue (APN 018-0460-001); 2121 E 12th Street (APN 019-0047-001-07); and 837 Kennedy Street (APN 019-0066-002). Alternate locations include: 5627 Telegraph Avenue (APN 015-1277-003-02); PG&E SR 24 (APN 048H-7591-004-06); PG&E SR-13 (APN 048H-7591-004-06); 640 W Grand Avenue (APN 008-0660-024-03); 2103 San Pablo Avenue (APN 003-0039-003); Brush Street & 7th Street (APN 001-0221-014-02); 3505 Magnolia Street (APN 005-0476-003-01); 2020 Wake Avenue (APN 018-0305-02-03); 2400 Engineer Road (APN 018-0305-03-016); and 5601 Oakport Street (APN 041-3904-001-05).
