CITY OF ONTARIO NOTICE OF CITY COUNCIL PUBLIC HEARING, AND NOTICE OF AVAILABILITY OF A FOCUSED ENVIRONMENTAL IMPACT REPORT NOTICE is hereby given that on Tuesday, March 17, 2026 , at 6:30 PM, the City of Ontario City Council will hold a public hearing at City Hall Council Chambers located at 303 East B Street, Ontario, CA 91764. NOTICE is further given that a public hearing will be held for consideration of the following project for which a previously prepared and certified Environmental Impact Report is proposed to be used: ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT AGREEMENT REVIEW FOR FILE NO. PDA25005 : A public hearing to consider a Development Agreement between the City of Ontario, Legacy Land Partners LLC, and Richland Ontario Developers LLC to establish the terms and conditions associated with Tentative Parcel Map No. 20792 (File No. PMTT24001), located on the southwest corner of Ontario Ranch Road and Mill Creek Avenue within Planning Area 5B (Regional Commercial and Open Space Non Recreation) of the Rich Haven Specific Plan. The environmental impacts of this Project were previously reviewed in conjunction with the Rich Haven Specific Plan Amendment (File No. PSPA22001) for which an Environmental Impact Report (State Clearinghouse No. 2022100425) was adopted by the City Council on June 20, 2023. NOTICE is further given that a public hearing will be held for consideration of the following project for which a previously prepared addendum to a certified Environmental Impact Report is proposed to be used: ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT AGREEMENT REVIEW FOR FILE NO. PDA21009 : A public hearing to consider a Development Agreement between the City of Ontario and West Haven 27, LLC to establish the terms and conditions associated with Tentative Tract Map 20696 (File No. PMTT24003), located at the southwest corner of Riverside Drive and Haven Avenue, within Planning Area 1 of the West Haven Specific Plan. NOTICE is further given that a public hearing will be held for consideration of the following project for which a Focused Environmental Impact Report (with a Statement of Overriding Considerations) has been prepared: ENVIRONMENTAL ASSESSMENT AND SPECIFIC PLAN REVIEW FOR FILE NO. PSP24002 : A public hearing to consider certification of the Focused Environmental Impact Report (SCH# 2025060731), including the adoption of a Mitigation Monitoring and Reporting Program and a Statement of Overriding Considerations, in conjunction with a Specific Plan (File No. PSP24002 CenterPark Specific Plan) to establish the land use districts, development standards, design guidelines and infrastructure improvements for the potential development of up to 4,293 residential dwelling units, 115,809 square feet of retail land uses, 135,110 square feet of office uses, and 68 acres of open space parkland/nonrecreational uses on approximately 258 acres of land generally bound by the Southern California Edison (SCE) easement roughly 500 feet north of Ontario Ranch Road, Walker Avenue to the east, Campus Avenue to the West, and southern boundary roughly 1,300 feet north of Eucalyptus Avenue within the proposed MDR (Medium Density Residential) and MU (Mixed Use) districts of the proposed CenterPark Specific Plan. The proposed project is located within the Airport Influence Area of Ontario International Airport and was evaluated and found to be consistent with the policies and criteria of the Ontario International Airport Land Use Compatibility Plan. All supporting documents are available for review during normal business hours of the City of Ontario at the City of Ontario City Clerk's office, City Hall, 303 East B Street, Ontario, California 91764 or on the City's website at https://www.ontarioca.gov/government/agendas/citycouncilagendas The purpose of this notice is to inform the public of the public hearing and that the supporting information for each project has been completed and is available for public review until the City Council hearing.
