NOTICE OF PUBLIC HEARING PERMANENT LOCAL HOUSING ALLOCATION (PLHA) PLAN AMENDMENT NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council at the City of Ontario Council Chambers, 303 East B Street, Ontario, CA, at 6:30 p.m., or as soon thereafter as the matter can be heard, on Tuesday, April 21, 2026, to consider the Draft Permanent Local Housing Allocation (PLHA) Program Plan Amendment and adopt and ratify a resolution approving the PLHA Plan. The PLHA program, funded by the California Department of Housing and Community Development (HCD), provides grants to local governments in California for housingrelated projects and programs that assist in addressing the unmet housing needs of their local communities. On July 7, 2020, the City Council approved the PLHA Application and fiveyear Allocation Plan. In order to amend the Allocation Plan, the City is required to publicly notice the new plan and hold a public hearing. The City of Ontario is estimated to receive $5,520,108 for the fiveyear period. Based on stakeholder input and City department review, the City is proposing the following activities: 1. Homeownership Activities 2. New Construction of Affordable Housing 3. Administration Written comments may be submitted to the City Clerk prior to the hearing date, or persons may present oral comments in support or opposition at the time of the hearing. If you challenge any portion of this project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Clerk at or prior to the public hearing. ALL PERSONS INTERESTED are invited to be present. For more information, the draft fiveyear PLHA Plan Amendment can be viewed online at OntarioCA.gov/HousingServices or at the Housing Services Department, located at 208 W. Emporia St., Ontario, CA 91762. The City is accepting public comments from April 3, 2026 to April 20, 2026.
