CITY OF SAN JUAN CAPISTRANOADOPTION OF AN ORDINANCE Notice is hereby given that on February 17, 2026, the City Council adopted Ordinance 1131 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING SPECIFIC SECTIONS OF TITLE 8 OF THE SAN JUAN CAPISTRANO MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2025 EDITION OF THE CALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA CODE OF REGULATIONS, TITLE 24), INCLUDING THE 2025 CALIFORNIA BUILDING CODE, THE 2025 CALIFORNIA FIRE CODE, THE 2025 CALIFORNIA ELECTRICAL CODE, THE 2025 CALIFORNIA MECHANICAL CODE, THE 2025 CALIFORNIA PLUMBING CODE, THE 2025 CALIFORNIA ENERGY CODE, THE 2025 CALIFORNIA WILDLAND-URBAN INTERFACE CODE, THE 2025 CALIFORNIA GREEN BUILDING STANDARDS CODE, THE 2025 CALIFORNIA RESIDENTIAL CODE INCLUDING APPENDIX CI SWIMMING POOL SAFETY ACT, TOGETHER WITH CERTAIN ADDITIONS, INSERTIONS, DELETIONS AND CHANGES THERETO; AND THE ORANGE COUNTY GRADING AND EXCAVATION CODE, TOGETHER WITH CERTAIN AMENDMENTS, ADDITIONS, DELETIONS, AND PENALTIES THERETO. The 2025 editions of the California Buildings Standards Code and related model codes with appendices and local amendments was adopted by the City Council on December 2, 2025, through Urgency Ordinance No. 1130 that went into effect on January 1, 2026. On February 3, 2026, the City Council introduced a non-urgency version of the previously adopted urgency ordinance for the purpose of adopting the 2025 California Building Standards Code via the standard Building Code adoption process. On February 3, 2026, the City Council also set a public hearing date of February 17, 2026, for adoption of said ordinance. The California Building Standards Code, Title 24, establishes the minimum regulations for the design and construction of buildings and structures in California. State law mandates that local governments enforce these regulations by adopting local ordinances that adopt the state code by reference with any applicable local amendments.
