NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION PROJECT: Box Canyon Manhole and Road Improvements Project A request for infrastructure upgrades and maintenance activities along the Box Canyon access road. LOCATION: The Project site is located along the Box Canyon access road in the City of Thousand Oaks (reached via Calle Las Trancas, approximately 200 feet northwest of its intersection with Calle Pecos), on approximately 3,641-acres comprised of Assessor’s Parcel Numbers (APNs) 663-038-107; 663-017-205; 663-038-106, 663-001-052, and 667-007-207 (see Figure 1). COMMENT PERIOD: March 11, 2026, to April 09, 2026 The City of Thousand Oaks, Public Works Department has completed the preparation of a Draft Initial Study/Mitigated Negative Declaration (IS/MND) for the Box Canyon Manhole and Road Improvements Project and intends to present the document for adoption as part of Project review. The IS/MND has been prepared in accordance with the California Environmental Quality Act (CEQA). The Project involves infrastructure upgrades and maintenance activities along the Box Canyon access road, which serves as a critical component of the City of Thousand Oaks Public Works Department wastewater conveyance system. The purpose of the Project is to improve long-term access for maintenance vehicles, improve side canyon drainage transport across the access road, and ensure the continued reliability of the City's wastewater infrastructure. Proposed improvements include the installation of a new manhole and replacement of approximately ten (10) feet of existing asbestos cement (AC) eight (8) - inch diameter wastewater piping at the proposed manhole structure to facilitate maintenance and inspection of the wastewater system, and the concrete paving of approximately 260 linear feet of roadway segment of the existing, steep unpaved access road to provide stable, year-round access. To address stormwater management and erosion control, the Project also includes the installation of five (5) new 18-inch storm drain pipelines across the unpaved access road, each with upstream and downstream headwalls, as well as the construction of three (3) additional upstream headwalls for three (3) existing storm drain culverts. The Project would require the following applications: California Department of Fish and Game • Section 1602 Streambed Alteration Agreement Regional Water Quality Control Board • Section 401 Clean Water Act Certification United States Army Corps of Engineers • Clean Water Act Section 404 Permit The document is now available for a 30-day public review and comment period. The comment period begins on Wednesday, March 11, 2026, and will conclude on Friday, April 09, 2026.
