CITY OF SOUTH LAKE TAHOESUMMARY OF PROPOSED ORDINANCE
NOTICE IS HEREBY GIVEN that on May 5, 2026, the City of South Lake Tahoe City Council waived first reading, read by title only and referred to second reading and adoption to the May 19, 2026, City Council meeting, of the following ordinance:
“An Ordinance Amending Chapter 4.185 of the South Lake Tahoe City Code (Shared Mobility Devices) to Increase the City’s Liability Protections and Safety Measures, and Revise Operator Insurance Requirements”
City Attorney’s Summary of Ordinance:
“ The proposed ordinance would amend the regulations of shared mobility devices (SMDs) such as electric scooters to add permitting requirements in which operators must require riders to acknowledge waivers for claims against the City, require operators to pay the City’s attorney’s fees for claims, lawsuits and similar matters, and update insurance requirements . This Ordinance would also amend the regulations to add permit requirements to require operators to make each rider re-scan their ID the first time they ride an SMD in the operator’s fleet within the City each year.
The proposed ordinance would further amend the regulations to require operators to create a parking and safety education plan as part of their permit application. Also, it would define Class III and Class IV bikeways, prohibit parking SMDs on Class IV bikeways, modify the authority for determining ride area prohibition from city manager to chief of police, require larger contrasting serial numbers on SMDs for unit identification, and require the chief of police to consult with the director of public works to establish areas for ride and/or parking restrictions and parking corrals.Additionally, the proposed ordinance would amend the regulations by requiring operators to provide rider information to assist with issuing administrative citations to riders and allow use of photographic evidence to hold operators and riders accountable for certain California Vehicle Code violations.”A copy of the proposed ordinance in its entirety is available for review at the City Clerk’s Office or by contacting the City Clerk.
