REQUEST FOR RELEASE OF FUNDS On or about June 10, 2026, the City of Salinas Community Development Department will submit a request to the Housing and Urban Development (HUD) for the release of $440,000.00 in Community Development Block Grant (CDBG) program funds and $610,000.00 in HOME Investment Partnership Program (HOME) Community Housing Development Organization (CHDO) Set-Aside funds under Title II of the Cranston-Gonzales National Affordable Housing Act of 1990 (24 CFR Part 92), as amended, to undertake a project known as the Vista de la Terraza Project for the purpose of conducting minor rehabilitation for the project including interior, exterior, and grounds rehabilitation work, located at 165-177 Carr Ave. Salinas, CA, 93905 (APN: 004-021-019-000 & 004-081-134-000). The City plans to allocate CDBG and HOME CHDO program funds approved through its Annual Action Plans spanning Fiscal Years 2021-22 (M-21-MC-06-0212), 2022-23 (M-22-MC-06-0212), 2023-24 (M-23-MC-06-0212), 2024-25 (M-24-MC-06-0212), and 2025-26(M-25-MC-06-0212 & B-25-MC-06-0005). The allocations for the project under this Categorically Excluded Subject to Section 58.5 (CEST) Environmental Review Record (ERR) are $440,000.00 in CDBG funds and $610,000.00 in HOME CHDO funds for a total of $1,050,000.00. This amount includes hard construction costs and activity delivery for the project. Should there be a need for additional funds for the project, the City can increase funding by an additional 24.99% or $109,956.00 in CDBG funds and $152,439.00 in HOME CHDO funds, in conformity with the City's HUD approved Citizen Participation Plan dated May 16, 2023. This could potentially bring the project's CDBG and HOME CHDO funds allocated to a total of $1,312,395.00. FINDING OF NO SIGNIFICANT IMPACT The City of Salinas Community Development Department has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Salinas Community Development Department located 65 W Alisal Street, 2nd Floor, Salinas, CA 93901-2639 and may be examined or copied weekdays 9:00 A.M to 4:00 P.M. All comments received by June 9, 2026, will be considered by the City of Salinas Community Development Department prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of Salinas Community Development Department certifies to the Housing and Urban Development (HUD) that Ren Mendez, City Manager, in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Salinas to use CDBG and HOME CHDO Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the City of Salinas certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Salinas; (b) the City of Salinas has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD San Francisco Regional Office at One Sansome Street, Suite 1200, San Francisco, CA 94104 or email rrofsfro@hud.gov.
