NOTICE OF PLANNING COMMISSION HEARING & NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATIONOn Wednesday morning, the 17th day of June, 2026, at 9:00 a.m. at 1195 Third Street, Suite 305, Napa, California, a public hearing will be conducted by the Napa County Planning Commission regarding the project identified below. All interested persons are invited to attend the hearing and be heard.
Howell Mountain Cemetery – Use Permit #P20-00030, Exception to the Conservation Regulations P25-00293, and an Exception to the Road and Street Standards
Location: The project is located on two (2) parcels approximately 109.3 acres in size, approximately 0.6 miles from the intersection of Howell Mountain and Ink Grade Road, located at 1225 Howell Mountain Road, Angwin, CA 94508. APN’s 018-120-016 & 018-120-027.
Zoning and General Plan: Both APN 018-120-016 and 018-120-027 are within the Agricultural Watershed zoning district and a General Plan land use designation of Agriculture, Watershed, and Open Space (AWOS).
Request: Approval of a use permit to establish a green burial cemetery and recreational trails with facilities to include the following: (1) Demolition of two single-story structures; (2) Construction of a single-story 509 square-foot welcome center including two restrooms accessible from the exterior of the building; (3) Designation of 16.19 acres of interment area split among eight interment areas which range in size from 0.18 to 7.52 acres; (4) Establish approximately 1.5 miles of trails with minor grading; (5) Construct a driveway with an automatic gate; and (6) Conduct limited grading for a total of a 0.69 acre impact area. The project also requests an Exception to the Conservation Regulations in the form of a Use Permit (P25-00293) to conduct minimal grading for trails and interment areas otherwise inaccessible, an Exception to the Napa County Road and Street Standards has been requested to forego a warranted Left Turn Lane, and an application for a less-than-3-acre timber conversion exemption for the project has been submitted, to the California Department of Forestry and Fire Protection (CAL FIRE). The site is located in the eastern portion of a 109.3-acre parcel on the west side of Howell Mountain Road, approximately 5 miles west of the State Highway 29
CEQA Status: Consideration and possible adoption of a Mitigated Negative Declaration. According to the proposed Mitigated Negative Declaration, the proposed project would not have any potentially significant environmental impacts after implementation of mitigation measures. Mitigation measures are proposed for the following areas: Biological Resources and Tribal Cultural Resources. The project site is not included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5.

For documents that are publicly available on the Current Projects Explorer, there will be a Public Record Copying Fee associated with the physical printing of documents. While drops-in may be accommodated to the extent possible on a case-by-case basis, we strongly encourage you to schedule an appointment for document review.
Written and verbal comments regarding the environmental effects of this project and the adequacy of the proposed Mitigated Negative Declaration are solicited.
