CITY OF BALDWIN PARKPUBLIC HEARING NOTICEFY 2026/27 ANNUAL ACTION PLANHOUSING AND COMMUNITY DEVELOPMENT NEEDSNOTICE IS HEREBY GIVEN that on Thursday, May 14 th , 2026, at 4:00 PM or as soon thereafter as the matter may be heard, in a virtually held meeting, the Joint Housing/Recreation & Community Services Commission (CDBG Advisory) will hold a Public Hearing to solicit community input regarding the City’s community development and housing needs, priorities, and Public Service Agency (PSA) funding recommendations. This Public Hearing will serve as a means for eliciting the views and opinions of Baldwin Park residents to help guide the City’s efforts in establishing needs and priorities for the upcoming program year.Comments provided during the hearing will be considered during preparation of the City’s Fiscal Year 2026/27 Annual Action Plan, which is a document that combines into a single submission the planning and application aspects of the formula HUD programs, including the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. The public hearing also serves to assess whether changes in perception of community development and housing needs or implementing projects have occurred since adoption of the Five-Year Consolidated Plan for Fiscal 2025-2029. The Consolidated Plan includes an assessment of housing and community development needs and priority non-housing needs. The Consolidated Plan functions as a strategic plan prepared through a comprehensive planning process that incorporates local needs, priorities, specific objectives and strategies. The Consolidated Plan furthers HUD’s statutory goals of providing decent housing, a suitable living environment and expanding economic opportunities through a collaborative process whereby a community establishes a unified vision for community development actions. Residents are invited to participate in the public hearing and present their comments and/or write the City of Baldwin Park, Community Development Department, at 14403 Pacific Avenue, Baldwin Park, CA 91706 before the Housing Commission meeting on May 14 th , 2026. A copy of the City’s Five-Year Consolidated Plan (Fiscal 2025-2029) can be accessed online at www.baldwinpark.com or can be mailed or emailed upon request. It is the intention of the City to comply with Section 504 of the Rehabilitation Act of 1973, as amended, the Americans with Disabilities Act (ADA) of 1990 and the ADA Amendment Act of 2008, the Fair Housing Act, the Architectural Barriers Act, and the City’s adopted Limited English Proficiency Plan (LEP) in all respects.
