PLANNING COMMISSION PUBLIC HEARINGNOTICE IS HEREBY GIVEN to you, because your interest may be affected, that the Planning Commission of the City of Carlsbad will hold a public hearing at the Council Chamber, 1200 Carlsbad Village Drive, Carlsbad, California, at 5 p.m. on Wednesday, May 6, 2026, to consider the following:CARLSBAD BLVD DUPLEX PROJECT - SDP 2023-0028/CDP 2023-0048 (DEV2023-0034): Request for a Site Development Plan and Coastal Development Permit to demolish an existing single-family residence and detached accessory structures, followed by the construction of a three-story duplex on a 0.124-acre site located at 3374 Carlsbad Boulevard, within the Mello II Segment of the Local Coastal Program and Local Facilities Management Zone 1.CARLSBAD BLBYCAMORE AVCHESTNUT AVNOT TO SCALECARLSBAD BLVD DUPLEX PROJECT SDP 2023-0028/CDP 2023-0048RINCON CVD – CT 2024-0007/SDP 2024-0021/CDP 2024-0035: 840 CVD LLC is requesting to develop a new mixed-use project on a 0.72-acre site located at 840 Carlsbad Village Drive within the Village and Barrio Master Plan area of the City of Carlsbad. The Assessor's Parcel Number associated with said Project Site are as follows: APN 203-354-15. The 0.72-acre Project Site is currently occupied by the vacant former Union Bank building, associated drive through, and surface parking lot.The project proposes to develop approximately 3,801 square feet of retail and 50 multifamily condominium residential dwelling units, 4 of which are restricted to Very Low-Income households (50% AMI) and 4 of which are restricted to Moderate-Income households (110% AMI). The Project's provision of affordable units allows up to a 100 percent density bonus (Government Code Section 65915 and Carlsbad Municipal Code Chapter 21.86). A 92% density bonus of the Site's base density is being requested, resulting in a proposed project density of 69.4 du/ac.The project features retail uses on the ground floor with the residential units on levels two through five of the proposed 5-story building. The Project is proposed to include approximately 1,990 square feet of common open space, including a second level courtyard, and amenity deck on the 5th level. The project will also feature over 60 square feet of private open space with a deck for each unit. 50 vehicular parking spaces are proposed in a ground floor parking garage.The proposed building would have a maximum building height of approximately 64 feet at the top of roof.
